ARMY

AECOM/HDR, Houston, Texas, was awarded a $72,000,000 indefinite-delivery/indefinite-quantity, single award task order contract for architect-engineering (A-E) services to support Sabine to Galveston Bay, Coastal Storm Risk Management and Ecosystem Restoration in Freeport, Texas (and vicinity) within the Galveston District and the Southwestern Division. The A-E services include, but are not limited to, survey, investigations, comprehensive planning, technical analysis, modeling, engineering, design, construction phase services, and any necessary project and technical requirements that support the design and implementation of the project features. Offers were solicited via the internet with five received. Work locations and funding will be determined with each order, with an estimated completion date of Oct. 15, 2027. U.S. Army Corps of Engineers, Galveston, Texas, is the contracting activity (W912HY-20-D-0003).

Endeavor Robotics Inc., Chelmsford, Massachusetts, was awarded a $25,500,000 modification (P00005) to contract W56HZV-19-D-0031 to procure reset, sustain, maintain and recap parts for Robot Logistics Support Center technicians. Bids were solicited via the internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of Dec. 31, 2023. U.S. Army Contracting Command, Warren, Michigan, is the contracting activity.

WHH Nisqually – Garco JV,* Olympia, Washington, was awarded a $21,087,000 firm-fixed-price contract for construction of two fire stations with three additional structural apparatus bays. Bids were solicited via the internet with two received. Work will be performed in Yakima, Washington, with an estimated completion date of Oct. 26, 2021. Fiscal 2018 military construction, Army funds in the amount of $21,087,000 were obligated at the time of the award. U.S. Army Corps of Engineers, Seattle, Washington, is the contracting activity (W912DW-20-C-0001).

Burns & McDonnell Engineering Co. Inc., Kansas City, Missouri, was awarded a $10,000,000 firm-fixed-price contract for facilities and infrastructure studies, engineering, design and construction projects. Bids were solicited via the internet with 12 received. Work locations and funding will be determined with each order, with an estimated completion date of Oct. 14, 2024. U.S. Army Corps of Engineers, Fort Worth, Texas, is the contracting activity (W9126G-20-D-0001).

AIR FORCE

University of Dayton Research Institute, Dayton, Ohio, has been awarded a $46,000,000 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract for research in the area of advanced behavior and life prediction of aerospace materials. This contract explicitly seeks to develop and transition aerospace structural material discovery, processing, performance assessment, and prediction tools in effort to enable shortening of the material, component, and system design cycle; rapid qualification and insertion of improved materials and efficient components; rapid certification of aerospace structures; increases in efficiency and readiness of turbine engine components; structural protection against high-energy events; and decreases in system sustainment costs. Work will be performed at Wright Patterson Air Force Base, Ohio, and is expected to be completed Oct. 15, 2026. This award is the result of a “One Step, Closed Broad Agency Announcement” and there was only one proposal received. Fiscal 2019 research, development, test and evaluation funds in the amount of $2,018,628 will be obligated at the time of award via Task Order 0001, FA8650-20-F-5212; and $256,912 will be obligated at the time of award via Task Order 0002, FA8650-20-F-5213. The Air Force Research Laboratory, Wright Patterson Air Force Base, Ohio, is the contracting activity. (FA8650-20-D-5211).

NAVY

Marisco Ltd.* Kapolei, Hawaii, was awarded a $9,900,000 firm-fixed-price contract for the repair of the Buoyancy Assist Module. Work will be performed in the state of Hawaii and is expected to be completed by June 2020. Fiscal 2020 operation and maintenance (Navy) funding in the amount of $9,900,000 will be obligated at the time of award and will expire at the end of the current fiscal year. This contract was competitively procured with one offer received via Federal Business Opportunities, and as a 100% small business set-aside for the repair of the Buoyancy Assist Module. The required work will take place at the contractor’s facility, where the contractor must have its own dry docking capabilities on the island of O’ahu. The Naval Sea Systems Command, Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility, Hawaii, is the contracting activity (N32253-19-R-0023). (Awarded Oct. 10, 2019)

Sikorsky Aircraft Corp., a Lockheed Martin Co., Stratford, Connecticut, is awarded a $7,877,789 modification (12) to a firm-fixed-price delivery order (5306) against a previously issued basic ordering agreement (N00019-14-G-0004). This modification procures 36 improved nacelles production kits in support of the CH-53E in-service aircraft. Work will be performed in Stratford, Connecticut, and is expected to be completed in May 2022. Fiscal 2019 aircraft procurement (Navy) funds in the amount of $7,877,789 will be obligated at time of award, none of which will expire at the end of the current fiscal year. The Boeing Co., Seattle, Washington, is awarded a $193,318,432 modification (P00003) to a previously awarded firm-fixed-price, time and material, indefinite-delivery/indefinite-quantity contract N00019-18-D-0113.  This modification provides CFM56-7B27A/3 and CFM56-7B27AE engine depot maintenance and repair, field assessment, maintenance repair and overhaul engine repair, and technical assistance for removal and replacement of engines for the P-8A Poseidon aircraft in support of the Navy, the government of Australia and Foreign Military Sales customers.  Work will be performed in Atlanta, Georgia (94%); and Seattle, Washington (6%), and is expected to be completed in October 2020.  No funds will be obligated at time of award.  Funds will be obligated on individual orders as they are issued.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

AAR Aircraft Services Inc., Indianapolis, Indiana, is awarded a $44,865,877 modification (P00005) to a previously awarded firm-fixed-price, time and material, indefinite-delivery/indefinite-quantity contract N00019-18-D-0111.  This modification provides P-8A Poseidon aircraft depot scheduled and unscheduled maintenance, fulfillment of depot in-service repair/planner and estimator requirements, technical directive incorporation, airframe modifications, aircraft on ground support, and removal and replacement of engines in support of the Navy, the government of Australia and Foreign Military Sales customers.  Work will be performed in Indianapolis, Indiana, and is expected to be completed in October 2020.  No funds will be obligated at time of award.  Funds will be obligated on individual orders as they are issued.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

AIR FORCE

Lockheed Martin Corp., King of Prussia, Pennsylvania, has been awarded a $108,322,296 contract for the Mk21A Reentry Vehicle (RV) program.  This contract is to conduct technology maturation and risk reduction to provide a low technical risk and affordable RV capable of delivering the W87-1 warhead from the Ground Based Strategic Deterrent Weapon System.  Work will be performed at King of Prussia, Pennsylvania, and other various locations as needed, and is expected to be completed by October 2022.  This award is the result of a competitive acquisition and one offer was received.  Fiscal 2019 research, development, test and evaluation funds in the amount of $8,033,916 are being obligated at the time of award.  The Air Force Nuclear Weapons Center, Hill Air Force Base, Utah, is the contracting activity (FA8219-20-C-0001).

DEFENSE LOGISTICS AGENCY

DRS Network & Imaging Systems LLC, Melbourne, Florida, has been awarded an $18,451,845 firm-fixed-price contract for wired housing assemblies.  This was a sole source acquisition using justification 10 U.S. Code 2304 (c)(1), as stated in Federal Acquisition Regulation 6.302-1.  This is a one year base contract with one one-year option period being exercised at the time of award.  Location of performance is Florida, with a Nov. 27, 2021, performance completion date.  Using military service is Army.  Type of appropriation is fiscal 2019 Army working capital funds.  The contracting activity is the Defense Logistics Agency Land and Maritime, Warren, Michigan (SPRDL1-20-C-0022).

UPDATE:  Textron GSE/TUG Technologies Inc., Kennesaw, Georgia (SPE8EC-20-D-0050), has been added as an awardee to the multiple award contract issued against solicitation SPE8EC-17-R-0002, announced Dec. 2, 2016.

ARMY

Bristol Construction Services LLC,* Anchorage, Alaska, was awarded a $10,086,761 modification (P00004) to contract W9126G-18-C-0066 for construction of open storage areas with fencing, lighting and limited security.  Work will be performed in Texarkana, Texas, with an estimated completion date of Oct. 25, 2020.  Fiscal 2018 military construction funds in the amount of $10,086,761 were obligated at the time of the award.  U.S. Army Corps of Engineers, Fort Worth, Texas, is the contracting activity.

South Dade Air Conditioning & Refrigeration Inc.,* Plantersville, Alabama, was awarded a $11,600,230 firm-fixed-price contract for mechanical maintenance services. Bids were solicited via the internet with five received. Work will be performed in Vicksburg, Mississippi, with an estimated completion date of April 30, 2025. Fiscal 2020 operations and maintenance; and civil works funds in the amount of $11,600,230 were obligated at the time of the award. NAVY

Raytheon Co., McKinney, Texas, is awarded a $17,897,746 cost-plus-incentive-fee order (N00019-20-F-0277) against a previously issued basic ordering agreement (N00019-15-G-0003). This order procures Advanced Targeting Forward Looking Infrared special test equipment updates to the Windows 10 operating system in support of the F/A-18E/F aircraft. Work will be performed in McKinney, Texas, and is expected to be completed in February 2022. Fiscal 2018 aircraft procurement (Navy) funds in the amount of $17,897,746 will be obligated at time of award, all of which will expire at the end of the current fiscal year. BAE Systems Technology Solutions and Services, Rockville, Maryland, is awarded a $7,930,867 modification (P00050) to a previously awarded cost-plus-fixed-fee contract N00421-15-C-0008. This modification exercises an option to provide engineering and technical services for integrated communications and information systems radio communications to Navy ships in support of the Ship and Air Integration Warfare Division, Naval Air Warfare Center – Webster Outlying Field. Work will be performed in Saint Inigoes, Maryland (60%); California, Maryland (30%); Bath, Maine (5%); and Pascagoula, Mississippi (5%), and is expected to be completed in October 2020. Pride Industries, Roseville, California, has been awarded a $15,246,093 modification (P00059) to previously awarded contract FA2816-17-C-0001 for civil engineering services. The modification provides for operations and maintenance, engineering, environmental, and grounds maintenance for 61st Civil Engineer and Logistics Squadron. Work will be performed at Los Angeles Air Force Base, California; Fort MacArthur, California; and Defense Contract Management Agency, Carson, California, and is expected to be completed by Nov. 30, 2020. General Electric, Grand Rapids, Michigan, is awarded $61,151,029 for a firm-fixed-price, indefinite-delivery, performance-based logistics requirements contract for repair, upgrade, or replacement, required availability, required reliability, configuration management, inventory management and obsolescence management in support of the Stores Management System (SMS) AYQ-9, AN/AYQ-13C, and AN/AYQ-13B; the Stores Management Upgrade System (SMUG) AYK-22; and the Communication Set Controller (CSC) C-10382/A and C-12658/A. Collins Aerospace, Rockwell Collins Inc., Cedar Rapids, Iowa, is awarded a $21,318,085 modification (P00002) to a cost-plus-fixed-fee delivery order (N00019-19-F-2719) against a previously issued basic ordering agreement N00019-14-G-0021. This modification exercises an option that provides non-recurring engineering support to modernize the High Power Transmit System (HPTS) installed on the E-6B aircraft.
