DoD Contracts: Capco LLC, VSolvit LLC, Northrop Grumman, Lockheed Martin Week of 2-20-18 to 2-23-18

ARMYDoD Contracts

Capco LLC,* Grand Junction, Colorado (W15QKN-18-D-00035); and Design West Technologies Inc,* Tustin, California (W15QKN-18-D-00036), will share a $38,966,028 hybrid firm-fixed-price contract to procure M205 tripods. Bids were solicited via the Internet with two received. Work locations and funding will be determined with each order, with an estimated completion date of Feb. 19, 2023. U.S. Army Contracting Command, New Jersey, is the contracting activity.

Alcan Builders Inc.,* Fairbanks, Alaska, was awarded a $20,092,323 firm-fixed-price contract to design an F-35A aerospace ground equipment facility/fillstand at Eielson Air Force Base, Alaska. Bids were solicited via the Internet with seven received. Work will be performed at Eielson, Alaska, with an estimated completion date of Aug. 1, 2019. U.S. Army Corps of Engineers, Anchorage, Alaska, is the contracting activity (W911KB-18-C-0007).

NAVY

VSolvit LLC,* Ventura, California, is being awarded a $17,834,753 firm-fixed-price modification to increase the maximum dollar value of an indefinite-delivery/indefinite-quantity contract for information technology enterprise business systems support at Naval Facilities Information Technology Center, Naval Base Ventura County.  After award of this modification, the total cumulative contract value will be $83,756,261.  Work will be performed in Port Hueneme, California (45 percent); San Diego, California (45 percent); and Yokosuka, Japan (10 percent), and is expected to be completed by August 2019.  No funds will be obligated at time of award; funds will be obligated on individual task orders as they are issued.  Task orders will be primarily funded by fiscal 2018 operations and maintenance (Navy).  The Naval Facilities Engineering and Expeditionary Warfare Center, Port Hueneme, California, is the contracting activity (N39430-13-D-1231).

Wakelight Technologies Inc.,* Honolulu, Hawaii, was awarded $9,628,561 for firm-fixed-price task order N3225318F3000 under previously awarded contract N00178-14-D-8039 for information technology and cybersecurity services for Pearl Harbor Naval Shipyard.  This contract will provide the government with information technology and cybersecurity capabilities that enhance the effectiveness, efficiency, productivity, and compliance to Department of Defense, Department of the Navy, and Department of Energy regulatory requirements and the availability, integrity, and confidentiality of the Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility systems.  This contract includes options which, if exercised, would bring the cumulative value of this contract to $39,716,584.  Work will be performed in Pearl Harbor, Hawaii (90 percent); and Guam/Japan (10 percent), and is expected to be completed by March 2019.  Fiscal 2018 operations and maintenance (Navy) funding in the amount of $9,628,561 will be obligated at time of award and funds will expire at the end of the current fiscal year.  This contract was competitively procured via SeaPort-e, with three offers received.  The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility is the contracting activity.  (Awarded Feb. 16, 2018)

TFAB Defense Systems,* Madison, Alabama, has been awarded a maximum $13,473,770 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for control display units. This is a sole-source acquisition using justification 10 U.S. Code 2304 (c)(1) based on Federal Acquisition Regulation 6.302-1(a)(2) stating that only one responsible source and no other supplies or services will satisfy agency requirements. This is a five-year contract with no option periods. Location of performance is Alabama, with a Jan. 30, 2023, performance completion date. Using military service is Army. Type of appropriation is fiscal 2018 through 2023 Army working capital funds. The contracting activity is the Defense Logistics Agency Aviation, Redstone Arsenal, Alabama (SPRRA1-18-D-0065).

Moog Inc., Northbrook, Illinois, has been awarded a maximum $12,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for driver’s vision enhancer system spare parts. This is a five-year contract with no option periods. Location of performance is Illinois, with a Feb. 20, 2023, performance completion date. Using military service is Army. Southwest Cutters – Justice Apparel Group LLC,* El Paso, Texas, has been awarded a maximum $7,153,500 modification (P00019) exercising the second one-year option of a one-year base contract (SPE1C1-16-D-1034) with four one-year option periods blue physical fitness jackets. This is a firm-fixed-price, indefinite-delivery contract. Location of performance is Texas, with a March 4, 2019, performance completion date. Using military service is Navy. Space Coast Launch Services LLC, Patrick Air Force Base, Florida, has been awarded an $11,804,549 modification (P00269) to previously awarded contract FA2521‐05-C-0008 for launch operations support. This modification provides for operations, maintenance and engineering support to critical launch, spacecraft and ordnance facilities and support systems owned by the 45th Space Wing.  Work will be performed at Cape Canaveral Air Force Station, Florida, and is expected to be complete by Sept. 30, 2018.  No funds are being obligated at the time of award. AMEC Foster Wheeler Environment and Infrastructure Inc., Blue Bell, Pennsylvania (FA8903-18-D-0001); Stanley Consultants Inc., Muscatine, Iowa (FA8903-18-D-0011); HDR Engineering Inc., San Antonio, Texas (FA8903-18-D-0008); and Pond & Company, Norcross, Georgia (FA8903-18-D-0009), have been awarded a combined, not-to-exceed $49,000,000 indefinite-delivery/indefinite-quantity contract to provide architect-engineer services for Department of Defense Petroleum, Oil, and Lubricant facilities. Work will be performed in a variety of locations around the world, as determined by individual task orders. Work is expected to be complete by Feb. 28, 2023. This award is the result of a competitive acquisition and 21 offers were received.  Thirteen total awards were made. Defense Logistics Agency working capital funds will be obligated on individual task orders. The 772nd Enterprise Sourcing Squadron, Air Force Installation Contracting Agency, Joint Base San Antonio, Texas, is the contracting activity.

Blaine Warren Advertising LLC, Las Vegas, Nevada, has been awarded a $19,616,387 modification (P00001) to previously awarded contract FA6643-17-D-0001 for Air Force Reserve Command (AFRC) Recruiting Service advertising. This modification exercises option one under a requirements contract for all necessary management, supervision, labor, material, and equipment required to plan, create, design, produce, place, evaluate, and measure the effectiveness of advertising and special events in support of AFRC national, regional, and local recruiting marketing.  This modification brings the total cumulative face value of the contract to $38,448,525. Work will be performed in Las Vegas, Nevada, and is expected to be completed by March 31, 2019. No funds are being obligated at the time of award. Headquarters AFRC, Robins Air Force Base, Georgia, is the contracting activity.

CORRECTION:  The contract modification announced on Feb. 20, 2018, to Space Coast Launch Services LLC, Patrick Air Force Base, Florida (P00269), was announced with the incorrect modification number.  The correct modification number is P00270.  All other contract information is correct.

ARMY

BAE Systems Land & Armaments, San Jose, California, was awarded a $7,728,551 modification (P00062) to contract W56HZV-15-C-0099 for system technical services. Work will be performed in San Jose, California, with an estimated completion date of July 3, 2020. Fiscal 2017 and 2018 other procurement (Army) funds in the amount of $7,728,551 were obligated at the time of the award. U.S. Army Contracting Command, Warren, Michigan, is the contracting activity.

NAVY

General Electric Co., Lynn, Massachusetts, is being awarded $7,214,208 for modification P00005 to a previously awarded firm-fixed-price contract (N00019-17-C-0047) to procure 24 engine devices for the Lot 21 F414-GE-400 engine buy for the Lot 41 F/A-18 aircraft production.  Work will be performed in Evendale, Ohio, and is expected to be completed in August 2018.  Fiscal 2017 aircraft procurement (Navy) funds in the amount of $7,214,208 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

RQ Construction LLC, Carlsbad, California, is being awarded a $23,164,000 firm-fixed-price contract for the construction of the Contingency Mass Migration Complex at Naval Station Guantanamo Bay.  The project will include site shaping for tents, concrete pads for camp headquarters, galleys and dumpsters, perimeter and service roads, and a mass notification system. Supporting facilities include utility systems (electrical, water, and sanitary sewer), exterior lighting, information systems to include fiber optic cable service, utility infrastructure expansion, vehicle parking area, storm drainage, and removal of two family housing trailer units.  The contract also contains 10 unexercised options, which if exercised would increase cumulative contract value to $27,117,000.  Work will be performed in Guantanamo Bay, Cuba, and is expected to be completed by December 2019.  Fiscal 2014 and 2017 military construction (Army) contract funds in the amount of $23,164,000 are obligated on this award and will not expire at the end of the current fiscal year.  This contract was competitively procured via the Federal Business Opportunities website, with five proposals received.  The Naval Facilities Engineering Command, Southeast, Jacksonville, Florida, is the contracting activity (N69450-18-C-1308).

Carleton Life Support Systems Inc., Davenport, Iowa, is being awarded a $9,729,826 firm-fixed-price contract for the manufacture of Universal Water Activated Release System fittings for use on the parachute release system of various aircraft.  Work will be performed in Davenport, Iowa, and the delivery period is expected to be completed by September 2019.  This effort combines purchases using fiscal 2016 and 2017 procurement of ammunition (Air Force) funds (43.12 percent); fiscal 2018 procurement of ammunition (Navy and Marine Corps) funds (7.31 percent); Israel (12.57 percent); Turkey (6.13 percent); Korea (6.12); Egypt (4.99 percent); United Arab Emirates (3.39 percent); Belgium (2.62 percent); Saudi Arabia (2.03 percent); Netherlands (1.99 percent); Portugal (1.84 percent); Taiwan (1.69 percent); Denmark (1.22 percent); Chile (1.01 percent); and various other countries (3.97 percent), under the Foreign Military Sales program funds in the amount of $9,729,826 will be obligated at the time of award.  Funds in the amount of $3,758,945 will expire at the end of the current fiscal year.  One firm was solicited for this non-competitive requirement, and one offer was received under authority 10 U.S. Code 2304 (c)(1).  Naval Supply Systems Command Weapon Systems Support, Mechanicsburg, Pennsylvania, is the contracting activity (N00104-18-C-K027).

General Dynamics Electric Boat, Groton, Connecticut, is being awarded $8,788,219 for cost-plus-fixed-fee modification P00023 to previously awarded contract (N00014-13-C-0187) for the future submarine science and technology research effort.  Electric Boat will perform investigations to develop and demonstrate technology for Navy submarines.  With the award of this modification, the total cumulative value of this contract is $23,453,010.  Work will be performed in Cambridge, Massachusetts (44 percent); Groton, Connecticut (29 percent); Pawcatuck, Connecticut (20 percent); Airmont, New York (3 percent); Canonsburg, Pennsylvania (1 percent); and future performance in Mystic, Connecticut (3 percent).  Work is expected to be completed Dc. 31, 2018.  Fiscal 2018 research, development, test and evaluation funds in the amount of $825,000 will be obligated at the time of award.  No funds will expire at the end of the current fiscal year.  This contract was competitively procured under Office of Naval Research Broad Agency Announcement (BAA) 12-001 Long Range BAA for Navy and Marine Corps Science and Technology.  Since proposals will be received throughout the year under the long range BAA, the number of proposals received in response to the solicitation is unknown.  The Office of Naval Research, Arlington, Virginia, is the contracting activity.

This award is the result of a competitive acquisition and 21 offers were received.  Thirteen total awards were made. DSD Laboratories Inc., Sudbury, Massachusetts, has been awarded a $7,700,000 firm-fixed-price modification (P00008) to previously awarded task order FA8770-17-F-0510 under the NETCENTS-II Application Services Small Business Companion contract (FA8771-12-D-1005) for the Defense Enterprise Accounting Management System (DEAMS) technical upgrade and sustainment initiative. This modification extends the R12 Go-Live date, while adding in-scope work to complete an apps schema migration, remediation of code for additional 17.x releases, testing, and training support. This contract includes two option periods which, if exercised, would bring the potential value of this contract to $12,806,521. Thales Defense and Security Inc., Clarksburg, Maryland, is being awarded $7,161,204 for ceiling-priced, undefinitized contract action delivery order N00383-18-F-A500 under a previously awarded basic ordering agreement (N00383-17-G-A501) for the repair of five items that include modules and helmets required to support the H-1 helicopter. Work will be performed in Clarksburg, Maryland (65 percent); and Bordeaux, France (35 percent). Work will be completed by February 2019. ARMY

Mayvin Consulting Group Inc.,* Annandale, Virginia, was awarded a $47,500,000 firm-fixed-price contract for scientific, engineering and technical assistance with emphasis in business management, program and project management, logistics support, and engineering for the U.S. Special Operations Command’s Program Manager special programs. Bids were solicited via the Internet with four received. Work locations and funding will be determined with each order, with an estimated completion date of Feb. 22, 2023.
