L3Harris Technologies Inc., Clifton, New Jersey, has been awarded a $55,000,000 single-award, indefinite-delivery/indefinite-quantity contract with cost-plus-fixed-fee task orders for innovative research and development and to provide the Integrated Demonstrations and Applications Laboratory simulation and testbed capabilities required to rapidly develop, integrate, mature, insert and transition technologies/systems to meet critical/urgent warfighter mission requirements. Work will be performed at Wright-Patterson Air Force Base, Ohio, and is expected to be completed by Aug. 18, 2027. This award is the result of a competitive acquisition and one offer was received. Fiscal 2020 research, development, test and evaluation funds in the amount of $2,785,000 are being obligated at the time of award. Air Force Research Lab, Wright-Patterson AFB, Ohio, is the contracting activity (FA8650-20-D-1960).

NAVY

B.L. Harbert International LLC, Birmingham, Alabama, was awarded a$23,160,000 firm-fixed-price task order N69450-20-F-0891 under a multiple award construction contract for entry control facility (ECF) upgrades at Naval Air Station Joint Reserve Base, New Orleans. The work to be performed provides for both on-site and off-site work to construct an ECF consisting of single story steel‐framed, reinforced concrete masonry units with standing seam metal roofs and pile foundations. It also constructs a reinforced concrete bridge to cross the Barriere Canal. The options, if exercised, provide for the visitor control center building and parking, commercial vehicle inspection office, canopy and parking and furniture, fixtures and equipment for the ECF, visitor control center and commercial vehicle inspection office. The task order also contained five unexercised options, which if exercised, would increase cumulative task order value to $26,175,624. Work will be performed in New Orleans, Louisiana, and is expected to be completed by January 2023. Fiscal 2020 military construction (Navy) contract funds in the amount of $23,160,000 are obligated on this award and will not expire at the end of the current fiscal year. ARMY

CPP Construction, Gaithersburg, Maryland, was awarded a $9,627,000 firm-fixed-price contract for the McMillan backwash discharge to sewer construction project. Bids were solicited via the internet with seven received. Work will be performed in Washington, D.C., with an estimated completion date of Nov. 23, 2021. Fiscal 2020 Washington aqueduct capital improvement funds in the amount of $9,627,000 were obligated at the time of the award. U.S. Army Corps of Engineers, Baltimore, Maryland, is the contracting activity (W912DR-20-C-0033).

Curtin Maritime Corp.,* Long Beach, California, was awarded a $7,999,999 firm-fixed-price contract for to deepen the Port of Hueneme federal navigation channels in Ventura County, California. Bids were solicited via the internet with three received. Work will be performed in Port Hueneme, California, with an estimated completion date of March 15, 2021. Fiscal 2020 civil Navy funds in the amount of $7,999,999 were obligated at the time of the award. Great Lakes Dredge and Dock Co. Teledyne Defense Electronics LLC, Rancho Cordova, California, is awarded a $23,619,080 firm-fixed-price, requirements contract for the repair of the electron tubes associated with the ALQ-99 system in support of the F/A-18G aircraft.  This contract includes a five-year base period with no options.  All work will be performed in Rancho Cordova, California, and work is expected to be completed by August 2025.  Annual working capital funds (Navy) will be obligated as delivery orders are issued and funds will not expire at the end of the current fiscal year.  One company was solicited for this non-competitive requirement pursuant to the authority set forth in 10 U.S. Code 2304 (c)(1), with one offer received.  Naval Supply Systems Command Weapon Systems Support, Philadelphia, Pennsylvania, is the contracting activity (N00383-20-D-XU01).

Korte Construction Co., St. Louis, Missouri, is awarded a $21,894,868 firm-fixed-price task order (N69450-20-F-0881) under a multiple award construction contract for the construction of a new consolidated storage and distribution center at Joint Base Charleston.  The work to be performed provides for the construction of a new consolidated storage and distribution center (approximately 95,000 square feet).  Work will be performed in Charleston, South Carolina, and is expected to be completed by September 2022.  Military construction (Air Force) contract funds in the amount of $21,894,868 are obligated on this award and will not expire at the end of the current fiscal year.  One proposal was received for this task order.  The Naval Facilities Engineering Command, Southeast, Jacksonville, Florida, is the contracting activity (N69450-19-D-0910).

Oceaneering International Inc., Chesapeake, Virginia, is awarded a $9,746,030 cost-plus-fixed-fee and cost-only modification to previously awarded contract N00024-18-C-6413 to exercise options for configuration changes and fit ups to Navy submarines.  This option exercise is for engineering, technical and installation services and includes all material travel, subsistence and incidental material in support of those services.  Work will be performed in Honolulu, Hawaii (46%); Norfolk, Virginia (34%); and Chesapeake, Virginia (20%), and is expected to be completed by November 2021.  Fiscal 2020 operations and maintenance (defense-wide) funds; and fiscal 2020 procurement (defense-wide) funds in the amount of $4,631,924 will be obligated at the time of award and funding in the amount of $1,760,131 will expire at the end of the current fiscal year.  The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

CORRECTION:  The contract announced on Aug. 4, 2020, for United States Marine Inc.,* Gulfport, Mississippi (N00024-16-D-2215), for $7,572,364, was announced with the incorrect type of craft and incorrect funding.  The delivery order is for the construction and delivery of 15 explosive ordnance disposal (EOD) unarmed multi-use EOD response craft, road trailers, engine diagnostic equipment, forward looking infrared systems, vessel spare parts, and other technical assistance, funded by Title 10 U.S. Code 333 authority to build foreign security forces capacity. This U.S.-appropriated funding will expire at the end of the current fiscal year

AIR FORCE

Nalej Corp.,* Arlington, Virginia, and New York, New York, has been awarded a $14,865,391 cost-plus-fixed-fee contract for a System of Systems Technology Integration Tool Chain for Heterogeneous Electronic Systems (STITCHES) Warfighter Applications Team (SWAT) development operations (DevOps) prototype.  This contract provides for delivery of DevOps capabilities to the System of Systems Integration Technology and Experimentation (SoSITE) STITCHES platform managing DevOps toolchains in addition to providing a team dedicated to the effort.  The end result aims to enable the Department of Defense with push-button deployment and management capabilities for the SoSITE STITCHES system that supports the further development and subsequent continued and expanded usage of the system as a whole.  Work will be performed in Arlington, Virginia, and New York, New York, and is expected to be completed Aug. 11, 2025.  This award is the result of a competitive acquisition and two offers were received.  Fiscal 2020 research, development, test and evaluation funds in the amount of $1,000,000 are being obligated at the time of award.  Air Force Research Laboratory, Rome New York, is the contracting activity (FA8750-20-C-1521).

Dataminr Inc., New York, New York, has been awarded a $12,180,000 firm-fixed-price contract to provide web-based mobile and email alerting of events and breaking news based on global sources of publically available information to all Department of Defense authorized users for force protection and first response.  Work will be performed in New York, New York, and is expected to be completed Nov. 17, 2020.  Fiscal 2020 Army operations and maintenance funds in the amount of $4,060,000 are being obligated at the time of award.  Air Force District of Washington, Joint Base Andrews, Maryland, is the contracting activity (FA7014-20-C-0036).

U.S. SPECIAL OPERATIONS COMMAND

General Dynamics Ordinance and Tactical Systems, St. Petersburg, Florida, received a ceiling increase modification in the amount of $48,901,837 to an indefinite-delivery/indefinite-quantity contract for the production of Ground Mobility Vehicle 1.1 (H92222-13-D-0013).  This modification raises the contract ceiling to $613,850,752 and extends the contract by two years for a total performance period of nine years.  The work will be performed in Anniston, Alabama, and is expected to be completed by August 2022.  This modification was awarded through a sole-source acquisition in accordance with 10 U.S. Code 2304(c)(1) and Federal Acquisition Regulation 6.302.1.  U.S. Special Operations Command, Tampa, Florida, is the contracting activity.

DEFENSE LOGISTICS AGENCY

Carefusion Solutions LLC, San Diego, California, was awarded a $16,773,863 multiyear, firm-fixed-price contract (HT0011-20-C-0005) for Pharmacy Inpatient Automation Solutions – Enterprise.  In response to COVID-19, Carefusion will provide critical capabilities in support of Military Treatment Facilities responding to the ongoing healthcare crisis across the Military health system.  This contract will also provide required pharmacy operations division relocation of equipment, as well as maintenance and support for existing proprietary hardware and software.  The work will be performed at the contractor’s and various government facilities.  Defense Health Agency, Falls Church, Virginia, is the contracting activity. Navatek LLC,* Honolulu, Hawaii, is awarded a $9,653,744 cost-plus-fixed-fee contract for systematic advances in asymmetric Naval forces and logistics.  The contract provides for research to identify opportunities in our current operating fleet and operational methods where asymmetric concepts can be evaluated for further development.  Research will focus on increased robustness of autonomous systems, study of the power systems related to small systems and platforms, investigation into hydro-mechanical interactions with resilient composite structures, examination of the system components ancillary to large resilient composite structures and identifying and evaluating opportunities in the Navy’s current operating fleet and operational methods.  Work will be performed in Honolulu, Hawaii, and is expected to be completed by Aug. 18, 2023.  The total cumulative value of this contract is $9,653,744.  The base period is $9,653,744 with no option periods.  Fiscal 2020 research, development, test and evaluation (Navy) funds in the amount of $5,939,382 are obligated at time of award and will not expire at the end of the current fiscal year.  This contract was competitively procured under N00014-20-S-B001, “Long Range Broad Agency Announcement (BAA) for Navy and Marine Corps Science & Technology.”  Since proposals are received throughout the year under the Long Range BAA, the number of proposals received in response to the solicitation is unknown.  The Office of Naval Research, Arlington, Virginia, is the contracting activity (N00014-20-C-1103).

IAP Worldwide Services Inc., Cape Canaveral, Florida, is awarded a modification in the amount of $9,571,580 recurring/non-recurring services type contract for base operating services at Naval Support Activity Annapolis.  The work to be performed provides for all management, supervision, labor hours, training, equipment and supplies necessary to perform base operating services to include but not limited to facility investment, service calls, pest control, operation of utility plants, refuse collection, special events and snow and ice removal.  Work will be performed in Annapolis, Maryland, with the contract option period of Sept. 1, 2020, through Nov. 30, 2020.  No funds will be obligated at time of award.  Fiscal 2020 operations and maintenance funds in the amount of $5,845,435 for recurring work will be obligated on individual task orders issued during the contract option period.  The Naval Facilities Engineering Command, Washington, Washington, D.C., is the contracting activity (N40080-20-D-0500).

Cubic Defense Applications Inc., San Diego, California, is awarded an $8,838,026 cost-plus-fixed-fee order (N00019-20-F-0847) against previously issued basic ordering agreement N00421-19-G-0005.  This order provides engineering services in support of the Interim Joint Secure Interoperable Live-Virtual-Constructive (JSILS) and Secure Live Virtual Constructive (LVC) Advanced Training Environment (SLATE) – Advanced Technology Demonstration (ATD) for future consideration as a usable operational LVC training environment capability that will inform service program of record options for support to the warfighter.  This order provides design, engineering and test/demonstration services to mature the JSILS and SLATE – ATD technologies.  Work will be performed in San Diego, California (80%); China Lake, California (10%); and Patuxent River, Maryland (10%), and is expected to be completed in November 2021.  Fiscal 2020 research, development, test and evaluation (defense-wide) funds in the amount of $5,000,000 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Lockheed Martin Corp., Fort Worth, Texas, is awarded a $7,955,000 cost, cost-share order (N00019-20-F-0565) against basic ordering agreement N00019-19-G-0008.  This order is to consolidate Lots 12-14 known issues, funding and requirements on a single contract vehicle to ensure the most fiscally responsible business deals for customers.  This supports concurrency related modification and retrofit activities for delivered air systems for the F-35 Lightning II Joint Strike Fighter aircraft for non-Department of Defense (DOD) participants and Foreign Military Sales (FMS) customers.  Work will be performed in Fort Worth, Texas and is expected to be completed in December 2025.  Non-DOD participant funds in the amount of $6,235,000; and FMS funds in the amount of $1,720,000 will be obligated at time of award, none of which will expire at the end of the current fiscal year.  The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Boeing Distribution Services Inc., Miami, Florida, has been awarded a maximum $19,818,043 firm-fixed-price, requirements type prospective-price-determination contract for supply chain management, logistics support and individually priced parts.  This was a sole-source acquisition using 10 U.S. Code 2304 (c)(1), as stated in Federal Acquisition Regulation 6.302-1.  This is a five-year base contract with one five-year option period.  Location of performance is Florida, with an Aug. 20, 2025, performance completion date.  Using military services are Air Force, Navy and Marine Corps.  Type of appropriation is fiscal 2020 through 2025 defense working capital funds.  The Defense Logistics Agency, Aviation, Richmond, Virginia, is the contracting activity (SPE4AX-20-D-9412).

MISSILE DEFENSE AGENCY

Lockheed Martin Rotary and Mission Systems, Moorestown, New Jersey, is being awarded an $18,836,895 sole-source, cost-plus-fixed-fee modification (P00375) under previously awarded Aegis Combat Weapon System development contract HQ0276-10-C-0001.  The total value of the contract increases from $3,274,230,310, to $3,293,067,205; $65,039,414 of which was obligated for Aegis Ashore Japan (under Contract Line Item Number 0135) and increases to $83,876,309.  Under this modification, the contractor will continue performing engineering design support and analysis of alternative services necessary for continuation of planning efforts and risk reduction efforts required to support the Aegis Ashore Japan analysis of alternatives and Foreign Military Sales.  The work will be performed in Moorestown, New Jersey, with an expected completion date of Dec. 31, 2020.  Funds from the government of Japan in the amount of $18,836,895 are being obligated at the time of award.  The Missile Defense Agency, Dahlgren, Virginia, is the contracting activity.
