DoD Contracts: Lockheed Martin Corp. Awarded $13M for F-16 Modernization

AIR FORCE

Lockheed Martin Corp., Lockheed Martin Aeronautics Co., Fort Worth, Texas, has been awarded a $13,979,449 cost-plus-fixed-fee, firm-fixed-price modification (P00070) to FA8615-05-C-6002 for F-16 modernization. The contractor will provide Advanced Integrated Defensive Electronic Warfare capabilities integration to F-16 aircraft for Turkey. Work will be performed at Fort Worth, Texas, and is expected to be complete by Dec. 31, 2017. This contract is 100 percent foreign military sales to Turkey. FMS funds in the amount of $13,979,449 are being obligated at time of award. Air Force Life Cycle Management Center, Wright Patterson Air Force Base, Ohio, is the contracting activity.

Atmospheric and Environmental Technologies, Inc., Lexington, Massachusetts, has been awarded a $9,338,025 cost-plus-fixed-fee contract for integrated space environment technologies. Contractor will conduct innovative research and development. Work will be performed at Kirtland Air Force Base, New Mexico, and Atmospheric and Environmental Research, Inc. offices, and is expected to be complete by April 1, 2019. This award is the result of a competitive acquisition and 2 offers were received. Fiscal year 2015 research, development, test and evaluation funds in the amount of $872,678 are being obligated at the time of award. Air Force Research Laboratory, Kirtland AFB, New Mexico, is the contracting activity. (FA9453-15-C-0050).

ARMY

Advanced Construction Techniques,* Wilmington, Delaware was awarded an $8,513,221 firm-fixed-price contract with options for construction of Rough River Phase 1B, Exploratory Drilling and Grouting. Work will be performed in Falls of Rough, Kentucky with an estimated completion date of May 31, 2016. Bids were solicited via the internet with seven received. Fiscal 2015 other procurement funds in the amount of $8,513,221 are being obligated at the time of the award. Army Corps of Engineers is the contracting activity (W912QR-15-C-0008).

NAVY

American Overseas Marine Corp., Quincy, Massachusetts, is being awarded a $16,908,829 modification under a previously awarded firm-fixed-price contract (N0003-10-C-5300) to exercise an option for the operation and maintenance of seven large, medium speed roll-on/roll-off ships. These seven ships support the deployed military forces worldwide. Work will be performed at sea worldwide, and work is expected to be completed by Oct. 14, 2015. Fiscal 2015 transportation working capital funds in the amount of $16,908,829 are obligated at the time of award. Contract funds will not expire at the end of the current fiscal year. Military Sealift Command, Washington, District of Columbia, is the contracting activity.

L-3 Chesapeake Sciences Corp.,* Millersville, Maryland, is being awarded a $20,791,860 cost-plus-incentive-fee undefinitized contract action for the production of six TB-29A Compact Towed Array (CTA) production representative units to be installed on Virginia Class submarines. This effort is the result of Small Business Innovation Research (SBIR) topic number N05-125, Compact Towed Sonar Array. TB-29A CTA provides the U.S. Naval Fleet with the next generation of array technology to address reliability and maintain mission operational capability. The TB-29A CTA is a reliability improvement array that incorporates CTA telemetry while maintaining TB-29A acoustic performance. Work will be performed in Millersville, Maryland (50 percent), Ashaway, Rhode Island (25 percent), and Liverpool, New York (25 percent) and is expected to be completed by August 2016. The letter contract is expected to be definitized by October 2015. Fiscal 2013, 2014 and 2015 shipbuilding and conversion (Navy) funding in the amount of $8,894,436 will be obligated at time of award and will not expire at the end of the current fiscal year. This contract was not competitively procured under the authority of 10 U.S.C. 2304(c)(5) -authorized or required by Statue 15 U.S.C. 638 (r) Aid to Small Business. Also in accordance with FAR 6.302-5 which states that full and open competition need not be provided for when a statute expressly authorizes that the acquisition be made from a specified source. The Naval Sea Systems Command, Washington, District of Columbia, is the contracting activity (N00024-15-C-6275).

Northrop Grumman Systems Corp., Herndon, Virginia, is being awarded a $12,211,431 modification to a previously awarded firm-fixed-price contract (N00019-12-C-0096) to manufacture, build and test two B Kits, including Weapons Replaceable Assemblies and antennas, for future installation into the E6-B aircraft. In addition, this modification provides for two B Kit Spare parts. Work will be performed in Salt Lake City, Utah, (77 percent), San Diego, California (20 percent), and Woodland Hills, California (3 percent), and is expected to be completed in December 2016. Fiscal 2015 aircraft procurement (Navy) funds in the amount of $12,211,431 are being obligated on this award, none of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

U.S. TRANSPORTATION COMMAND

Corporate Flight Management,*, Smyrna, Tennessee, is being awarded an indefinite-delivery/indefinite-quantity, fixed-price contract for Domestic Charter Airlift Services (HTC711-15-D-CC20). The total cumulative face value for all contracts under this program is estimated at $61,287,954. Work will be performed at various locations within the United States as specified on each individual order, with an expected completion date of Sept. 30, 2015. Type of appropriation is fiscal year 2015 Transportation Working Capital Funds to be obligated on individual task orders. The U.S. Transportation Command Directorate of Acquisition, Scott Air Force Base, Illinois, is the contracting activity.
