Rhoads Industries Inc., Philadelphia, Pennsylvania (N6449824D4009); and VT Milcom Inc., Virginia Beach, Virginia (N6449824D4010), are awarded a combined $190,910,672 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract for the procurement of engineering and technical services for the outfitting and installation of small to large-scale test sites at the Naval Surface Warfare Center Philadelphia Division (NSWCPD). The procurement includes providing constructability support regarding drawing designs for installation of systems and equipment under the cognizance of NSWCPD, including all existing and proposed hull, mechanical, and electrical ship representative systems and equipment. Each awardee will be awarded $500 (minimum contract guarantee per awardee) at contract award. Work will be performed primarily on-site at the NSWCPD in Philadelphia, Pennsylvania (56%); and other government sites (1%) including Pittsburgh, Pennsylvania; Cincinnati, Ohio; Lebanon, Ohio; Fitchburg, Massachusetts; North Mankato, Minnesota; Fort Collins, Colorado; Washington, D.C.; Newport News, Virginia; Pascagoula, Mississippi; Bath, Maine; Groton, Connecticut; Bremerton, Washington; Marinette, Wisconsin, and other areas as directed. The remaining work will be performed off-site at the contractor’s facilities (43%). Work will be assigned according to the selected awardee for individual task orders and is expected to be completed by October 2029. Design West Technologies Inc.,* Tustin, California, was awarded a $21,328,134 firm-fixed-price modification to previously awarded contract N6339421C0011 to exercise options to procure launch sequencers and associated kitted material in support of the MK 41 Vertical Launching System. This modification combines purchases for the Navy (46%); and the governments of Finland (13%), Australia (10%), Germany (10%), Norway (8%), Canada (7%), and the Republic of Korea (6%) under the Foreign Military Sales (FMS) program. Work will be performed in Tustin, California, and is expected to be completed by November 2024. Lockheed Martin Corp., Rotary and Mission Systems, Riviera Beach, Florida, is awarded a $10,854,384 cost-plus-fixed-fee modification to previously awarded contract N00024-17-C-6308 to exercise options for Extra Large Unmanned Undersea Vehicle engineering support. Work will be performed in Riviera Beach, Florida, and is expected to be completed by September 2024. The Boeing Co., Huntington Beach, California, is awarded a $10,620,251 cost-plus-fixed-fee modification to previously awarded contract N00024-17-C-6307 to exercise options for Extra Large Unmanned Undersea Vehicle engineering support. Work will be performed in Huntington Beach, California (75%); and Cockeysville, Maryland (25%), and is expected to be completed by September 2024. Vigor Ship Repair LLC, Portland, Oregon, is awarded an $8,418,091 firm-fixed-price contract (N3220523C4093) for a 54-calendar day shipyard availability for a Regular Overhaul availability of Military Sealift Command’s fleet ordnance and cargo ship USNS Washington Chambers (T-AKE 11). This contract includes a base period and two unexercised options, which if exercised, would increase cumulative value of this contract to $8,639,921. Work will be performed in Portland, Oregon, beginning March, 4, 2024, and is expected to be completed by April 27, 2024. Fiscal 2023 working capital funds (Navy) in the amount of $8,418,091 have been obligated and will not expire at the end of the current fiscal year. WASHINGTON HEADQUARTERS SERVICES

Avantus Federal LLC, McLean, Virginia, is awarded a modification (HQ003423F0163) valued at $125,658,160 to a level-of-effort, firm-fixed-price, cost, time-and-material contract (GD00Q140ADU133) to provide technical, professional, and administrative support to the Strategic Capabilities Office.  Fiscal 2023 and 2024 research, development, test and evaluation funds in the amount of $2,792,577 will be obligated at the time of award. The total amount of this action if all options are exercised is $140,218,588. The contractor will support the Department of Defense Strategic Capabilities Office with technical, professional, and administrative support to enable effective execution of mission objectives including strategic planning support, capability assessment and technical evaluation, project execution and technical support, specialized support, financial and budget planning, general administrative services, and program security support. The work will be performed at the Pentagon Reservation; and at sites in Chantilly, Virginia; and Arlington, Virginia. The estimated completion date is April 30, 2028. U.S. TRANSPORTATION COMMAND

International Auto Logistics LLC, St. Simons Island, Georgia (HTC71119DR001), is awarded a $120,979,669 contract modification (P00021) for continued transportation and storage services of privately-owned vehicles for military service members and Department of Defense civilian employees. This brings the cumulative value of the contract to $910,129,961. This is an indefinite-delivery, requirements, fixed-priced contract with economic price adjustment. Work performance of the contract is multiple locations world-wide. The option period of performance is from Oct. 1, 2023, to Apr. 30, 2024. AIR FORCE

Amentum Services Inc., Germantown, Maryland, has been awarded a $67,140,359 modification (P00078) to previously awarded contract FA4890-17-C-0005 for 9th Air Force War Reserve Materiel support services. The modification brings the total cumulative face value of the contract to $554,717,667. Work will be performed at Shaw Air Force Base, South Carolina; Kuwait; the Sultanate of Oman; Qatar; and the United Arab Emirates, and is expected to be completed by Sept. 30, 2024. Fiscal 2024 operation and maintenance funds in the amount of $67,140,359 are being obligated at the time of award. Southern Contracting LLC, Newbern, Tennessee, was awarded a $30,347,517 firm-fixed-price contract to renovate Bryan Hall. This contract provides for all labor, equipment, and materials to make repairs on the roof, elevators, HVAC, plumbing, fire alarms and suppression, bathroom facilities, and interior finishes, as well as replace communication wiring and electrical throughout the facility. Work will be performed at Keesler Air Force Base, Mississippi, and is expected to be completed by Oct. 9, 2025. This contract was a competitive acquisition and four offers were received. Eagle TG LLC, New Braunfels, Texas, was awarded a $9,001,630 definitive contract for the installation, maintenance, and support of a Distributed Antenna System for Joint Base San Antonio, Texas. This contract provides for all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to perform the complete installation of the system at Brooke Army Medical Center (BAMC) (to include the consolidate towers at BAMC) and Camp Bullis located at JBSA. Texas. Work will be performed at JBSA, Texas, and is expected to be completed by Sept. 29, 2028. This contract was a sole source acquisition. Mavagi Enterprises, San Antonio, Texas, was awarded an $8,726,015 firm-fixed-price contract for grounds maintenance. This contract provides for services of grounds maintenance for multiple locations on Robins Air Force Base, Georgia. Work will be performed at Robins AFB, Warner Robins, Georgia, and is expected to be completed by Sept. 30, 2028. This contract was a sole source acquisition. Amentum Services Inc., Chantilly, Virginia (HR0011-24-D-0101); Booz Allen Hamilton, McLean, Virginia (HR0011-24-D-0102); ECS Federal LLC, Fairfax, Virginia (HR0011-24-D-0103); ManTech SRS Technologies Inc., Herndon, Virginia (HR0011-24-D-0104); Strategic Analysis Inc., Arlington, Virginia (HR0011-24-D-0105); and Systems, Planning, and Analysis Inc., Alexandria, Virginia (HR0011-24-D-0106), were each awarded an indefinite-delivery /indefinite-quantity contract for a maximum amount of $1,250,000,000 (total sum among all six contractors) with cost-reimbursable, fixed-price, and labor-hour task orders for technical and analytical support services. This contract provides for a range of high-level advisory and assistance services to all Defense Advanced Research Projects Agency technical and support offices. Work will be performed in Arlington, Virginia, with an expected completion date of October 2028. No funds are being obligated at the time of award. These contracts were a competitive acquisition under solicitation HR001123R0001, and 12 offers were received. DARPA, Arlington, Virginia, is the contracting activity.

DEFENSE LOGISTICS AGENCY

US Foods, Lexington, South Carolina, has been awarded a maximum $145,314,172 fixed-price with economic-price-adjustment, indefinite-quantity contract for full-line food distribution. This was a sole-source acquisition using justification 10 U.S. Code 2304 (c)(1), as stated in Federal Acquisition Regulation 6.302-1. This is one-year two-month contract with no option periods. The ordering period end date is Dec. 7, 2024. Using customers are Air Force, Army, Marine Corps, and other federal civilian agencies. Type of appropriation is fiscal 2024 through 2025 defense working capital funds. The contracting agency is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE300-24-D-3001).

UPDATE: Landoll Co. LLC, Marysville, Kansas (SPE8EC-24-D-0023, $255,000,000), has been added as an awardee to the multiple award contract for material handling equipment, issued against solicitation SPE8EC-21-R-0001 and awarded July 22, 2022.

UPDATE: Exxel Outdoors LLC,* Broomfield, Colorado (SPE1C1-23-D-0066, $200,000,000), has been added as an awardee to the multiple award contract for commercial shelters, issued against solicitation number SPE1C1-22-R-0069 and awarded July 17, 2023. 

AIR FORCE

Virginia Department for the Blind and Vision Impaired, Henrico, Virginia, was awarded a $56,125,464 firm-fixed-price contract for full-food services to be performed on Fort Eustis, Virginia.  This contract provides cafeteria management services.  Work will be performed at Fort Eustis, Virginia, and is expected to be completed by Sept. 30, 2028.  This contract was a sole source.  Fiscal 2024 operation and maintenance funds in the amount of $1,660,841 are being obligated at time of award.  633rd Contracting Squadron, Joint Base Langley-Eustis, Virginia, is the contracting activity (FA4800-24-C-0002).

CORRECTION: The $650,000,000 indefinite-delivery/indefinite-quantity contract award announced on Sept. 29, 2023, for Sikorsky Aircraft, Stratford, Connecticut (FA8692-23-D-B001), for support of the HH-60W Combat Rescue Helicopter has been updated to include total obligated funds of $6,344,179. 

NAVY

General Dynamics NASSCO, San Diego, California, was awarded a not-to-exceed $15,556,212, firm-fixed-price, undefinitized contract action for the planning of the maintenance, modernization, and repair of USS Chung-Hoon (DDG 93) and USS James E. Williams (DDG 95) fiscal 2024 depot maintenance period availabilities. This contract includes options which, if exercised, would bring the cumulative value of this contract to $753,833,510. Work will be performed in Norfolk, Virginia (53%); and San Diego, California (47%), and is expected to be completed by April 2024. If all options are exercised, work will continue through November 2030. Fiscal 2023 other procurement, Navy funds in the amount of $7,778,105 will be obligated at the time of award. This contract was not competitively procured in accordance with 10 U.S. Code 3204(a)(7) (Public Interest). Naval Sea Systems Command, Washington, D.C., is the contracting activity (N0002423C4424).
