DoD Contracts: Boeing, Northrop Grumman, Lockheed Martin, Week of 10-7-24 to 10-11-24

AIR FORCE

Small Business Consulting Corp.,* Shreveport, Louisiana, was awarded a ceiling $99,999,999 five-year, labor hour, indefinite-delivery/indefinite-quantity contract for a production grade insights portal. This contract provides for operational decision support for Air Force Global Strike Command, Air Mobility Command, and Air Force Materiel Command. Work will be performed at Barksdale Air Force Base, Louisiana, and is expected to be completed by April 6, 2032. This contract was a sole source acquisition as a Small Business Innovation Research Phase III award. Fiscal 2024 research and development funds in the amount of $4,500 are being obligated at time of award. The 767th Enterprise Sourcing Flight, Barksdale Air Force Base, Louisiana, is the contracting activity (FA6800-24-D-0001). 

Data Monitor Systems, Midwest City, Oklahoma, was awarded an $8,253,108 firm-fixed-price and time and materials contract for deployment, distribution, and vehicle management services. This contract provides for ground transportation, passenger and cargo movement, personal property, small air terminal and passenger movement, and vehicle management. Work will be performed at Wright-Patterson Air Force Base, Ohio, and is expected to be completed by Oct. 31, 2029. This contract was a competitive acquisition, and five offers were received. Fiscal 2025 operation and maintenance funds in the amount of $2,164,323 are being obligated at time of award. The Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity (FA8601-25-C-0003).

ARMY

Schutt Industries of Clintonville Wis. Inc.,* Clintonville, Wisconsin, was awarded a $53,680,993 fixed-price-with-economic-price adjustment contract to procure single axis chassis trailers. Bids were solicited via the internet with four received. Work locations and funding will be determined with each order, with an estimated completion date of March 27, 2030. Army Contracting Command, Detroit Arsenal, Michigan, is the contracting activity (W912CH-25-D-0004).

Leanne Duguay, Ottawa, Canada, was awarded a $14,764,030 firm-fixed-price contract for powerhouse exciter units. Bids were solicited via the internet with two received. Work will be performed in Bridgeport, Washington, with an estimated completion date of March 21, 2028. Fiscal 2024 Bridgeport Power Authority funds in the amount of $10,557,703 were obligated at the time of the award. U.S. Army Corps of Engineers, Seattle, Washington, is the contracting activity (W912DW-25-C-0025).

NAVY

SAAB Inc., East Syracuse, New York, was awarded a $13,512,696 cost-plus-fixed-fee and firm-fixed-price modification to a previously awarded contract (N6339421C0009) to exercise options for engineering, technical, logistical, and material support services for lifecycle sustainment of the AN/SPS-77 (variants) Radar Systems, Marine Corps AN/TPS-80 Ground/Air Task Oriented Radar Systems, Celsius Tech Radar and Optronic Site 200 Fire Control Radar Systems, and other SAAB Sensor Systems. Work will be performed in Syracuse, New York (68%); Sweden (22%); Washington, D.C. (5%); and Dam Neck, Virginia (5%), and is expected to be completed by September 2025. Fiscal 2024 operations and maintenance (Navy) funds in the amount of $306,662 (23%); fiscal 2023 other procurement (Navy) funds in the amount of $165,005 (12%); and fiscal 2022 other procurement (Navy) funds in the amount of $863,000 (65%) were obligated at time of award and all will expire at the end of the current fiscal year. Lyon Shipyard Inc., Norfolk, Virginia (N42158-22-D-S003); Colonna’s Ship Yard Inc., Norfolk, Virginia (N42158-22-D-S004); Fairlead Boatworks Inc., Portsmouth, Virginia (N42158-22-D-S005); QED Systems Inc., Virginia Beach, Virginia (N42158-22-D-S006); and East Coast Repair & Fabrication LLC, Hampton Roads, Virginia (N42158-23-D-S002), were awarded a combined $11,000,000 modification to a previously awarded, multiple award contract to exercise Option Year Two for the maintenance and overhaul services to service craft (barges), small boats, and camel systems (fendering) under the custodianship of the Norfolk Naval Shipyard, with a period of performance from Sept. 20, 2024, to Sept. 19, 2025. Work under this contract includes furnishing the necessary facilities, management, material, support services, labor, supplies, and equipment to provide marine boatyard and industrial support to craft located specifically in the Norfolk, Virginia, area. The contracts have a base one-year ordering period with four additional optional one-year ordering periods which, if exercised, would bring the cumulative value to $23,240,000 over a five-year period to the five vendors combined. Work will be performed in surrounding cities within Hampton Roads, Virginia. If all options are exercised, work will continue through June 2027. No funding will be obligated at time of modification. Funding will be obligated at the time of task order award. These contracts were competitively procured via the System for Award Management website, with five offers received. The Norfolk Naval Shipyard, Portsmouth, Virginia, is the contracting activity.

Northrop Grumman Systems Corp., Melbourne, Florida, is awarded a $10,768,532 firm-fixed-price contract (N0001925F0036) against a previously issued basic ordering agreement (N0001920G0005). This contract procures a lifetime quantity of 4-inch silicon carbide transistor wafers. The end-of- life buy is required to maintain production, spares, and repairs for the APY-9 RADAR’s primary power supply, power amplifier module in support of the E-2D aircraft. Work will be performed in Durham, North Carolina (90%); and Baltimore, Maryland (10%), and is expected to be completed in February 2027. Fiscal 2023 aircraft procurement (Navy) funds in the amount of $10,768,532 will be obligated at the time of award, none of which will expire at the end of the current fiscal year. The contract was not competitively procured. Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

DEFENSE HEALTH AGENCY

Ivyhill Technologies LLC, Hyattsville, Maryland, is awarded a $9,374,230 firm-fixed-price contract (HT001424D0002) for the Defense Health Agency (DHA) Integrated Referral Management and Appointing Center (IRMAC), National Capital Region Consolidated Call Center/Referral Management Support. The IRMAC is an integrated on-demand call center for National Capital Region military hospitals and clinics providing referral management and appointing services for the network and serves as the point of contact for beneficiaries seeking health care. The IRMAC assists beneficiaries with appointments, navigating the direct care system, and providing referral management oversight. Place of performance is Bethesda, Maryland, however, based on mission requirements, the duty location for service-providing personnel may be located at a military hospital or clinic or an authorized telework location within the National Capital Region. Fiscal 2025 operations and maintenance funds will be obligated when available after award. Period of performance is Oct. 1, 2024, to Sep. 30, 2025. This action was conducted as a competitive negotiated acquisition, with 11 offers received. Work will be performed in Sunnyvale, California (19%); Minneapolis, Minnesota (9%); York, Pennsylvania (8%); Spring Grove, Illinois (6%); Pittsburgh, Pennsylvania (5%); Windsor Locks, Connecticut (3%); Tucson, Arizona (3%); Monroe, North Carolina (2%); Peoria, Illinois (1%); and other locations less than 1% (44%), and is expected to be completed by September 2035. Fiscal 2024 shipbuilding and conversion (Navy) funds in the amount of $349,776,000 will be obligated at time of award and will not expire at the end of the current fiscal year. Bell Textron Inc., Fort Worth, Texas, was awarded a $37,707,636 firm-fixed-price contract for Bell 412 EPX commercial aircraft. Bids were solicited via the internet with one received. Work will be performed in Fort Worth, Texas, with an estimated completion date of Dec. 31, 2025. Fiscal 2025 aircraft procurement, Army funds in the amount of $37,707,636 were obligated at the time of the award. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W58RGZ-24-F-0253). 

AIR FORCE

Northrop Grumman Systems Corp., San Diego, California, has been awarded a $25,663,409 modification (P0007) to a previously awarded contract (FA8690-22-C-1000) for equipment replenishment spares. The modification brings the total cumulative face value of the contract to $52,090,936. Work will be performed in San Diego, California, and is expected to be completed by April 30, 2029. This contract involves Foreign Military Sales to North Atlantic Treaty Organization countries. Foreign Military Sales funds in the amount of $25,663,409 are being obligated at the time of the award. Avon Protection Systems Inc., Cadillac, Michigan, has been awarded a maximum $9,822,600 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for canteen caps. This was a sole-source acquisition using justification 10 U.S. Code 3204 (a)(1), as stated in Federal Acquisition Regulation 6.302-1. This is a three-year contract with no option periods. The ordering period end date is Oct. 8, 2027. Using military service is Army. Type of appropriation is fiscal 2025 through 2028 defense working capital funds. This contract provides for Space Systems Command Assured Access to Space programs. Work will be performed at Los Angeles Air Force Base, California; Kirtland AFB, New Mexico; Vandenberg Space Force Base, California; Cape Canaveral Space Force Station, Florida; and the Pentagon, Washington D.C.; and is expected to be completed by Nov. 13, 2029. This contract was a competitive acquisition, and one offer was received. Fiscal 2024 space procurement funds in the amount of $2,400,000 are being obligated at the time of award. Lockheed Martin Aeronautics Co., Fort Worth, Texas, was awarded an a not‐to‐exceed $21,950,000 undefinitized contract action for F‐16 systems program office Foreign Military Sales support. This contract provides for upgrades to foreign military sales F‐16C/D automatic ground collision avoidance system. Work will be performed in Fort Worth, Texas; and at Foreign Military Sales partner facilities, and is expected to be completed by Dec. 31, 2028. This contract involves Foreign Military Sales. This contract was a sole source acquisition. Foreign Military Sales funds in the amount of $3,603,152 are being obligated at time of award. BAE Systems Information and Electronic Systems Integration Inc., Nashua, New Hampshire, has been awarded a $17,580,968 cost-plus-fixed-fee option modification (P00005) to a previously awarded contract (FA8651-24-F-B042) for an additional seeker modality to the seeker nose. Work will be performed in Nashua, New Hampshire, and is expected to be completed by Aug. 31, 2026. No funds are being obligated at time of award. The modification brings the total cumulative face value of the contract to $1,453,886,651. Work will be performed at Peterson Space Force Base, Colorado; Buckley SFB, Colorado; Greeley Air National Guard Station, Colorado; and Boulder, Colorado, and is expected to be completed Dec. 14, 2026. Fiscal 2024 research and development funds in the amount of $3,266,986 are being obligated at the time of award. The Space Systems Command, Peterson SFB, Colorado, is the contracting activity.
