DoD Contracts: Boeing, BAE Systems, Raytheon, Vectrus Systems, Week of 11-25-24 to 11-29-24

NAVY

BAE Systems – San Diego Ship Repair, San Diego, California, is awarded a $212,116,278 firm-fixed-price contract action for maintenance, modernization and repair of USS Green Bay (LPD 20) for fiscal 2025 docking selected restricted availability. The scope of this acquisition includes all labor, supervision, equipment, production, testing, facilities, and quality assurance necessary to prepare for and accomplish the Chief of Naval Operations availability for critical modernization, maintenance, and repair programs. This contract includes options, which, if exercised, would bring its cumulative value to $238,814,885. Work will be performed in San Diego, California, and is expected to be completed by October 2026. Fiscal 2025 other procurement, Navy funds in the amount of $180,291,869 (85%); and fiscal 2025 operation and maintenance, Navy funds in the amount of $31,824,408 (15%) will be obligated at the time of award, of which $31,824,408 will expire at the end of the current fiscal year. This contract was competitively solicited using full and open competition via the SAM website, with one offer received. Moffatt & Nichol – Burns & McDonnell Hawaii, Honolulu, Hawaii, is awarded $81,000,000 for firm-fixed price, indefinite-delivery/indefinite-quantity modification to previously awarded contract (N62478-20-D-5035) for architect-engineer services for various waterfront projects. Work will be performed in Hawaii (95%) and other South Pacific islands (5%), with an expected completion date of September 2025. This award brings the total cumulative face value of the contract to $180,000,000. No task orders are being issued at this time. No funds will be obligated at time of award. Task orders will be primarily funded by operation and maintenance (Navy), and military construction funds. Funds will be obligated on individual task orders as they are issued. Naval Facilities Engineering Systems Command, Hawaii, Joint Base Pearl Harbor Hickam, Hawaii, is the contracting activity.

Industries for the Blind and Visually Impaired Inc., West Allis, Wisconsin, is awarded $45,000,000 for a firm-fixed-price, indefinite-delivery/indefinite-quantity contract to provide Navy Recruiting Command with promotional items, in particular, the customization and distribution of Navy recruiting promotional materials for the purposes of recruiting candidates to join the Navy. The contract will include a five-year base ordering period and a six-month option period which, if exercised, would bring its total value to $49,000,000. All work will be performed in Millington, Tennessee. Work is expected to be completed by November 2029; if the option is exercised, work will be completed by May 2030. Fiscal 2025 operations and maintenance (Navy) funds in the amount of $1,000 will be obligated at time of award to fund the contract’s minimum amount. These funds will expire at the end of the current fiscal year. Appropriate fiscal year funds will be obligated as individual task orders are issued. The requirement was solicited as a sole-source procurement in accordance with Federal Acquisition Regulation (FAR) 6.302-5, authorized or required by statute in accordance with FAR Part 8.7 – Acquisition from Nonprofit Agencies Employing People Who Are Blind or Severely Disabled. Naval Supply Systems Command Fleet Logistics Center Norfolk, Pentagon Directorate, Philadelphia, Pennsylvania, is the contracting activity (N00189-24-D-Z004).

Vectrus Systems LLC, Colorado Springs, Colorado, is awarded $41,619,485 for a firm-fixed-price modification to previously awarded contract N69450-23-D-0022. This contract modification provides for the exercise of Option Period One for base operating support services at Naval Station Guantanamo Bay. Work will be performed at Guantanamo Bay, Cuba. This option period is from Dec. 1, 2024, to Nov. 30, 2025. This brings the cumulative face value of the contract to $84,304,804. No funds will be obligated at time of award. Fiscal 2025 operation and maintenance (O&M), Navy funds; fiscal 2025 Defense Health Program funds; fiscal 2025 O&M, Army funds; and fiscal 2025 O&M, Defense Agencies funds in the amount of $32,286,681 for recurring work will be obligated on an individual task order issued during the option period. The Naval Facilities Engineering Systems Command, Southeast, Jacksonville, Florida, is the contracting activity.

American Engineering Corp., Okinawa, Japan, is awarded a $33,204,719 firm-fixed-price task order (N4008425F0059) for repair work at unaccompanied housing Building 1530 at Commander Fleet Activities Yokosuka. The work to be performed provides for renovation, reinforcing building by adding exterior wall, including mechanical and electrical systems, and incidental related works. The maximum dollar value is $33,204,719. Work will be performed in Yokosuka City, Kanagawa Prefecture, Japan, and is expected to be completed by May 2026. Fiscal 2025 operation and maintenance, Navy funds in the amount of $33,204,719 will be obligated at time of award, and will expire at the end of the current fiscal year. This task order was competitively procured via the fiscal 2023 Kanto multiple award construction contract, with one offer received. The Naval Facilities Engineering Systems Command, Far East, Facilities Engineering and Acquisition Division, Yokosuka, Japan, is the contracting activity (N40084-23-D-0077).

Raytheon Co., Tucson, Arizona, is awarded a $9,498,070 cost only value increase modification (P00003) to a previously awarded cost-plus-fixed-fee, indefinite-delivery, indefinite-quantity contract (N6893623D0042). This modification increases the contract ceiling to provide design, development, studies and demonstrations in support of developing and applying new technology to missile and weapons systems for the Navy. Work will be performed in Tucson, Arizona, and expected to be completed by July 2028. No funds will be obligated at the time of award; funds will be obligated on individual orders as they are issued. Naval Air Warfare Center Weapons Division, China Lake, California, is the contracting activity.

The Boeing Co., St. Louis, Missouri, is awarded a $9,236,965 firm-fixed-price modification (P00003) to order N0001924F0051 against a previously issued basic ordering agreement (N0001921G0006). This modification provides follow-on integrated logistics and engineering support in support of the Harpoon/Standoff Land Attack Missile Expanded Response Missile System and Harpoon Launch Systems for the Navy and various Foreign Military Sales (FMS) customers. Work will be performed in St. Charles, Missouri (91.89%); St. Louis, Missouri (5.47%); and Yorktown, Virginia (2.64%), and is expected to be completed in February 2026. Fiscal 2024 operation and maintenance funds in the amount of $2,472,055; and FMS customer funds in the amount of $6,764,910 will be obligated at time of award, $2,472,055 of which will expire at the end of the fiscal year. ARMY

Amazon Web Services Inc., Seattle, Washington, was awarded a $158,250,441 firm-fixed-price contract for cloud computer and storage services. Bids were solicited via the internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of Sept. 21, 2028. Textron Land Systems, Hunt Valley, Maryland, was awarded a $10,754,902 modification (P00005) to contract W56HZV-24-C-0029 for the design of one Advanced Reconnaissance Vehicle Medium Caliber Autocannon Prototype Vehicle. Work will be performed in Hunt Valley, Maryland, with an estimated completion date of Jan. 30, 2026. Fiscal 2025 U.S. Marine Corps research, development, test and evaluation funds in the amount of $10,754,902 were obligated at the time of the award. DEFENSE LOGISTICS AGENCY

Sysco Central Alabama, Calera, Alabama, has been awarded a maximum $32,406,744 fixed-price with economic-price-adjustment, indefinite-delivery/indefinite-quantity contract for full line food and beverage items. This was a sole-source acquisition using justification 10 U.S. Code 3204 (a)(1), as stated in Federal Acquisition Regulation 6.302-1. This is a 286-day contract with no option periods. The ordering period end date is Sept. 6, 2025. Using customers are Army, Navy, Air Force, Marine Corps and Coast Guard. Type of appropriation is fiscal 2025 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE300-25-D-3001).

Rolls-Royce Corp., Indianapolis, Indiana, is awarded a $695,336,976 firm-fixed price, indefinite-delivery, indefinite-quantity contract.  This contract provides sustainment support, program management, integrated logistics support, sustaining engineering, maintenance, repair, reliability improvements, configuration management, and site support for the MV-22, CV-22, and CMV-22, AE1107C engine.  Work will be performed in Indianapolis, Indiana, and is expected to be completed by November 2026.  No funds will be obligated at the time of award; funds will be obligated on individual orders as they are issued. Raytheon Co., El Segundo, California, is awarded a $590,801,245 fixed-price incentive (firm target), cost-plus-fixed-fee contract for low rate initial production of 13 Next Generation Jammer Mid-Band (NGJ-MB) ship sets (two pods per ship set) for the Navy EA-18 Growler and Royal Australian Air Force; nine of which will be allocated for the Navy and four allocated for the Royal Australian Air Force. In addition to the ship sets, this procurement will also include associated spares, support equipment, and non-recurring engineering. Work will be performed in Forest, Mississippi (48%); McKinney, Texas (43%); El Segundo, California (7%); Andover, Massachusetts (2%); and Fort Wayne, Indiana (1%), and is expected to be completed in January 2028.  Fiscal 2024 aircraft procurement (Navy) funds in the amount of $329,621,523; fiscal 2025 aircraft procurement (Navy) funds in the amount of $75,216,462; and Royal Australian Air Force cooperative funding in the amount of $185,963,260 will be obligated at the time of award, none of which will expire at the end of the current fiscal year.  This contract was not competed. BL Harbert International LLC, Birmingham, Alabama, is awarded a $203,926,827 firm-fixed-price contract for construction of an electrical power plant at Camp Lemonnier. The work to be performed provides for a new constructed electrical power plant with ancillary support facilities, fuel storage, and connections to the existing distribution system. The maximum dollar value, including unexercised options, is $204,237,268. Work will be performed at Camp Lemonnier, Djibouti, and is expected to be completed by August 2028. Fiscal 2023 military construction (Navy) (MILCON,N) funds in the amount of $114,978,343; and fiscal 2024 MILCON,N funds in the amount of $43,759,829, will be obligated at time of award, and will expire at the end of the current fiscal year. This contract was competitively procured via the sam.gov website, with four offers received.  The Naval Facilities Engineering Systems Command, Atlantic, Norfolk Virginia, is the contracting activity (N62470-25-C-0002). 

Spectral Labs Inc., San Diego, California, is awarded a firm-fixed price, cost-plus-fixed-fee, and cost-reimbursement, indefinite-delivery/indefinite-quantity contract (N66001-25-D-0013) in the amount of $39,100,000 to provide radiation sensor production in support of the Naval Information Warfare Center (NIWC) Pacific’s Radiation Detection, Indication and Computation (RADIAC) project. Work will be performed in San Diego, California. This contract includes a five year ordering period that starts Dec. 2, 2024, and ends Dec. 1, 2029. No funds will be obligated at the time of award. Funds will be obligated as delivery orders are issued utilizing other procurement; operations and maintenance; and research, development, test and evaluation funds. This contract was competitively procured via a Request for Proposal N66001-24-R-0024 published on the SAM.gov web site and the Naval Information Warfare Systems Command (NAVWAR) e-Commerce Central web site. Cobham Advanced Electronics Solutions by Honeywell, Lansdale, Pennsylvania, is awarded a $29,902,843 modification (P00005) to a previously awarded firm-fixed-price contract (N0001923C0038). This modification exercises an option to procure 22 AN/ALQ-99 Low Band Consolidation (LBC) transmitter modifications, to include 6 LBC modifications for the Navy and 16 LBC modifications for the government of Australia, in support of EA-18G Growler upgrades. Work will be performed in Lansdale, Pennsylvania (38%); Patterson, New York (17%); Philadelphia, Pennsylvania (7%); Woburn, Massachusetts (5%); Lancaster, Pennsylvania (4%); Haverhill, Maine (4%); Purchase, New York (3%); Ventura, California (2%); and Shelton, Connecticut (1%), and is expected to be completed in May 2027. General Dynamics Bath Iron Works, Bath, Maine, is being awarded $27,745,692 firm-fixed-price modification to previously awarded contract N00024-18-C-2305 for procurement of chillers and variable speed drives.  Work will be performed in York, Pennsylvania (99%); and Bath, Maine (1%) and is expected to be completed by December 2031.  Fiscal 2024 other procurement (Navy) funding in the amount of $27,745,692 will be obligated at the time of award. Raytheon Co., Poulsbo, Washington, is awarded a $22,354,009 firm-fixed-price, cost-plus-fixed-fee and cost contract for production of mine hunt payload delivery system production and engineering support. This contract includes options which, if exercised, would bring the cumulative value of this contract to $28,452,471. Work will be performed in Poulsbo, Washington (77%); and Portsmouth, Rhode Island (23%), and is expected to be completed by December 2026. Fiscal 2025 other procurement (Navy) funds in the amount of $16,365,184 will be obligated at time of award, of which none will expire at the end of the current fiscal year. This contract was not competitively procured in accordance with 10 U.S. Code 2304(c)(1) (only one responsible source and no other supplies or services will satisfy agency requirements). BAE Systems Technology Solutions & Services Inc., Rockville, Maryland, is being awarded a $17,172,339 cost-plus-fixed-fee contract modification (P00029) to previously awarded and announced contract N00030-22-C-6001 to provide support services for the U.S. Trident II D5 Strategic Weapon Systems program, Attack Weapon System program, and the Nuclear Weapon Security program.  Tasks to be performed include systems engineering and integration, test engineering, data analysis, and safety engineering. This contract award also benefits a foreign military sale to the United Kingdom.  Work will be performed in Rockville, Maryland (48.9%); Washington, D.C. Lockheed Martin Aeronautics Co., Fort Worth, Texas, is awarded a $16,300,716 modification (P00004) to a cost-plus-fixed-fee order (N0001922F0001) against a previously issued basic ordering agreement (N0001919G0008). This modification increases the contract ceiling to provide overrun funding for diminishing manufacturing sources non-recurring engineering and associated materials in support of a redesigned panoramic cockpit display electronic unit video mixer in support of F-35 Joint Strike Fighter production aircraft for the Navy, Air Force, Marine Corps, and non-Department of Defense (DOD) participants. Work will be performed in Fort Worth, Texas, and is expected to be completed in January 2029. Bell Boeing Joint Project Office, Amarillo, Texas, is awarded a $10,596,485 modification (P00004) to a cost-plus-fixed fee, level of effort order (N0001924F0085) against a previously issued basic ordering agreement (N0001922G0002).  This modification exercises the option and increases ceiling to procure continued maintenance, logistics, and program management support to meet retrofit requirements for organizational, intermediate, and depot level repair efforts in support of the V-22 Osprey for the Navy, Marine Corps, and Air Force.  Work will be performed in San Diego, California (16.7%); Jacksonville, North Carolina (16.7%); Kaneohe Bay, Hawaii (16.7%); Hurlburt Field, Florida (16.7%); Ridley Park, Pennsylvania (16.6%); Fort Worth, Texas (16.6%), and is expected to be completed in November 2025.  Fiscal 2025 aircraft procurement (Navy) funds in the amount of $8,496,485; and fiscal 2025 aircraft procurement (Air Force) funds in the amount of $2,100,000 will be obligated at the time of award, none of which will expire at the end of the current fiscal year. Huntington Ingalls Inc., Ingalls Shipbuilding Division, Pascagoula, Mississippi, is awarded a $9,477,350 cost-plus-award-fee, cost-plus-fixed-fee with a special performance incentive, and cost only modification to previously awarded contract N00024-20-C-4203 to exercise Option Year Five for CG 47 class integrated planning yard services.  Huntington Ingalls Inc. will provide expert design, planning and material support services for both maintenance and modernization. Work will be performed in Pascagoula, Mississippi, and is expected to be completed by December 2025. No funding will be obligated at the time of award. This option year was not competitively procured in accordance with Federal Acquisition Regulations 6.302-1 (a) (2ii), only one responsible source and no other supplies or services will satisfy the agency requirements. IAP World Services Inc., Cape Canaveral, Florida, is awarded $8,722,842 for a fixed-price, indefinite-delivery/indefinite-quantity modification to previously awarded contract N62470-18-D-3000. This modification provides for the exercise of Option Year Seven for base operating support services at U.S. Naval Support Activity Souda Bay.  Work will be performed in Souda Bay, Greece, and is expected to be completed December 2025. With the award of this option, the total cumulative contract value is $63,971,183.  This option period is from Jan. 1, 2025, to Dec. 31, 2025.  No funds will be obligated at time of award.  Fiscal 2025 operation and maintenance (Navy) (O&M,N) funds in the amount of $5,311,330; fiscal 2025 O&M, (Air Force) (AF) funds in the amount of $61,548; and fiscal 2025 O&M, (Army) (A) funds in the amount of $26,618 for recurring work, will be obligated under a separate funding task order at the beginning of the option period. Northrop Grumman Corp. Marine System, Sunnyvale, California, is awarded a $7,949,426 firm-fixed-price contract for maintenance repair and of a Virginia class submarine. Work will be performed at Joint Base Pearl Harbor-Hickam, Hawaii, and is expected to be completed by July 2026. Fiscal 2025 operations and maintenance (Navy) funds in the amount of $7,949,426 will be obligated at the time of award and will expire at the end of the current fiscal year. One company was solicited for this sole-source acquisition using justification 10 U.S. Code 3204(a)(1), as stated in Federal Acquisition Regulation 6.302-1. Sikorsky Aircraft Corp., Stratford, Connecticut, is awarded a $7,553,200 firm-fixed-price delivery order (N0001925F0146) against a previously issued basic ordering agreement (N0001923G0002).  This delivery order procures the upgrade of six main rotor dampers, 18 non-adjustable hinge guides, and 24 adjustable hinge guides for the CH-53K rotary wing aircraft.  Work will be performed in Stratford, Connecticut, and is expected to be completed in February 2025.  Fiscal 2023 aircraft procurement (Navy) funds in the amount of $6,199,637; and fiscal 2024 aircraft procurement (Navy) funds in the amount of $1,353,563 will be obligated at the time of award, none of which will expire at the end of the current fiscal year.  Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

ARMY

American Ordnance LLC, Middletown, Iowa (W519TC-25-D-0006); and General Dynamics – Ordnance and Tactical Systems, Marion, Illinois (W519TC-25-D-0007), will compete for each order of the $499,240,162 firm-fixed-price contract for mortar propelling charges. Lockheed Martin Global Inc., Orlando, Florida, was awarded a $129,693,000 firm-fixed-price contract to provide technical assistance support for the Phased Array Tracking Radar to Intercept on Target Advanced Capability-3. Bids were solicited via the internet with one received. Work will be performed in Bahrain, Kuwait, Poland, Qatar, Switzerland, United Arab Emirates, Saudi Arabia and Orlando, Florida, with an estimated completion date of Nov. 30, 2027. Fiscal 2025 missile procurement, Army funds and fiscal 2025 Foreign Military Sales (Bahrain, Kuwait, Poland, Qatar, Switzerland, Saudi Arabia and United Arab Emirates) funds in the amount of $129,693,000 were obligated at the time of the award. The Boeing Company, Ridley Park, Pennsylvania, was awarded a $113,144,453 modification (P00004) to contract W58RGZ-22-F-0407 to remanufacture Block 1 CH-47F aircraft into Block 2. Work locations and funding will be determined with each order, with an estimated completion date of Dec. 31, 2026. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity. 

V-Line Services LLC,* Canton, Georgia, was awarded a $15,790,800 firm-fixed-price contract to construct a new fire crash rescue station and satellite fire station. Bids were solicited via the internet with five received. Work will be performed in Jackson, Mississippi, with an estimated completion date of Dec. 10, 2025. Fiscal 2025 military construction, defense-wide funds in the amount of $15,595,400 were obligated at the time of the award. U.S. Property and Fiscal Office, Mississippi, is the contracting activity (W50S7H-25-C-0002). 

Amentum Services Inc., Chantilly, Virginia, was awarded a $14,880,549 modification (P00001) to contract W58RGZ-25-C-0004 for global aviation maintenance services. Work will be performed in Corpus Christi, Texas; Tucson, Arizona; Fort Wainwright, Alaska; Fort Cavazos, Texas; Killeen, Texas; South Korea; and the Marshall Islands, with an estimated completion date of Nov. 30, 2025. Amentum Services Inc., Chantilly, Virginia, was awarded a $14,858,153 modification (P00002) to contract W58RGZ-25-C-0004 for global aviation maintenance services.
