DEFENSE ADVANCED RESEARCH PROJECTS AGENCY

SecuriGence LLC*, Leesburg, Virginia, has been awarded a $190,901,337 modification (P00035) to previously awarded task order HR001121F0006 for information technology multi-network support services. The modification brings the total cumulative face value of the task order to $525,009,025 from $334,107,688. Work will be performed in Arlington, Virginia, with an expected completion date of June 2025. Fiscal 2023 and 2024 research and development funds in the amounts of $216,040 and $11,189,454 are being obligated at time of award. NAVY

Northrop Grumman Systems Corp., Melbourne, Florida, is awarded a $119,581,704 long-term, requirements contract for the repair of 17 weapon replaceable assemblies and shop replaceable assemblies in support of the E-2 aircrafts. This is a nineteen-month contract with no option periods, and work will be completed by December 2025. Work will be performed in Syracuse, New York (88%); Duluth, Georgia (4%); Woodland Hills, California (4%); Burnsville, Minnesota; and Ronkonkoma, New York (2%). No funds will be obligated at time of award and funds will not expire at the end of the current fiscal year. Appropriate fiscal year working capital funds (Navy) will be used as delivery orders are issued. One company was solicited for this sole-source requirement pursuant to the authority set forth in 10 U.S. Code 2304 (c)(1), with one offer received. Naval Supply Systems Command Weapon Systems Support, Philadelphia, Pennsylvania, is the contracting activity (N00383-24-D-BH01).

AECOM Technical Services Inc., Los Angeles, California, is awarded a $98,000,000 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity modification to previously-awarded contract (N62742-23-D-1802) to increase contract capacity for additional requirements of the Environmental Restoration, Navy, program as well as Navy Closure Task Force – Red Hill projects. This award brings the total cumulative value of the contract to $337,000,000. Work will be performed in Hawaii (64%); Guam (17%); northwest U.S. and Alaska (8%); southwest U.S. (6%); Atlantic and Mid-Atlantic U.S. (4%); and various locations in the Pacific and Indian Oceans below 1% (1%), and is expected to be completed by January 2028. No funds will be obligated at time of award. The Naval Facilities Engineering Systems Command Pacific, Joint Base Pearl Harbor-Hickam, Hawaii, is the contracting activity.

Lockheed Martin Space, Littleton, Colorado, is awarded a $28,850,353 cost-plus-incentive-fee contract modification (P00083) to a previously awarded contract (N00030-19-C-0025) to provide funding for a cost overrun for the Army All Up Round plus Canisters. Work will be performed in Denver, Colorado (100%). Work is anticipated to be completed on Sept. 30, 2024, and was previously announced to the public. Fiscal 2024 research development test and evaluation, Army funds in the amount of $28,850,353 will be obligated on this award and will not expire at the end of the current fiscal year. This contract is being awarded to the contractor on a sole source basis under 10 U.S. Code 3204(a)(1) and was previously synopsized on the System for Award Management online portal. MPC Products Corp., Niles, Illinois, is awarded $9,610,803 contract for the repair for 161 control assemblies in support of the F-18 aircraft. The contract does not include options. All work will be performed in Niles, Illinois, and is expected to be completed by May 2026. Fiscal 2024 working capital (Navy) funds in the full amount of $9,610,803 will be obligated at time of award, and funds will not expire at the end of the current fiscal year. One company was solicited for this non-competitive requirement pursuant to the authority of 10 U.S. Code 2304(c)(1) and one offer was received. DEPARTMENT OF DEFENSE EDUCATION ACTIVITY

New Tech Solutions, Fremont, California (HE125424D3004); and TechWerks, San Antonio, Texas (HE125424D3005), were awarded a combined $50,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity, multiple award contract for Information technology network outfitting. Each awardee will be awarded $2,000 (minimum guarantee per awardee) using fiscal 24 operation and maintenance funding.  Work will be performed in the contiguous U.S. or outside the continental U.S.  The locations are unknown and will be identified on each task order.  Work is expected to be completed by June 2029.  All funding will be available at the task order level as contracting actions occur. This contract was competitively procured via the System for Award Management website, SAM.gov, with seven offers received. MISSILE DEFENSE AGENCY

Lockheed Martin Rotary and Mission Systems, Moorestown, New Jersey, is being awarded a sole-source, firm-fixed-price contract modification (P00105) under Aegis Ballistic Missile Defense (BMD) weapon systems contract HQ085121C0002. The total value of this contract modification is $8,378,941. This modification establishes subline items 0040BR – 0040DM for procurement of materials in support of BMD 4.1.3 development and integration efforts.  The work will be performed in Moorestown, New Jersey, with an expected delivery date of June 1, 2025. The total value of the contract increases from $1,451,694,876 by $8,346,951 to $1,460,041,826. Fiscal 2022 procurement, defense wide in the amount of $8,346,951 will be obligated at the time of award.  The Missile Defense Agency, Dahlgren, Virginia, is the contracting activity.

MISSILE DEFENSE AGENCY

VetTech LLC.*, a JV, Huntsville, Alabama, is being awarded a competitive cost-plus-fixed-fee contract. The total value of this contract is $347,709,008. Under this new contract, the contractor is required to provide support in the following areas: strategic planning and financial management, cost estimating and analysis, accounting and financial improvement, financial systems support and integration, foreign military sales, human resources, equal employment opportunity, and science, technology, engineering, and mathematics. AIR FORCE

This contract provides for the personnel, labor, tools, materials and equipment necessary to complete each construction task order. The projects will be in support of actions associated with the maintenance and repair of airfield and paving requirements. This was a competitive acquisition with 30 responses received. This is a one-year contract with nine one-year option periods. The ordering period end date is June 4, 2025. AIR FORCE

Raytheon Missiles and Defense, Tucson, Arizona, has been awarded a $12,559,475 modification (P00022) to previously awarded contract FA8650-20-C-9310 for the Advanced Battle Management System (ABMS). The objective of the ABMS program is to assess the military/operational utility and technical feasibility of a unique system-of-systems capability. The systems will be integrated through Raytheon software interfaces to allow for the cueing, tracking, and firing of effectors. This additional work modification is for the acquisition of the GhostEye MR additional development and experimentation and is focused on further development and test with the GhostEye radar system. The modification brings the total cumulative face value of the contract to $50,171,196. Work will be performed in Tucson, Arizona, and is expected to be completed by Dec. 31, 2025. Fiscal 2024 research, development, test, and evaluation funds in the amount of $8,000,000 are being obligated time of award. DRS Sustainment Systems Inc., Bridgeton, Missouri, was awarded a $9,034,015 fixed-price-incentive contract for contractor logistics support of the Halvorsen Aircraft Cargo Loader (ACL) on May 31, 2024. This contract provides for material management infrastructure, material management parts, and program engineering support for the Halvorsen ACL. Lockheed Martin Aeronautics Co., Fort Worth, Texas, is awarded a not-to-exceed $97,000,000 undefinitized, fixed-fee order (N0001924F1043) against a previously issued basic ordering agreement (N0001924G0010). This advance acquisition contract procures aircraft armament equipment such as internal adapters and weapon umbilical cables required to employ long-range strike weapons. The procured aircraft armament equipment allows for internal carriage and employment of the Advanced Anti-Radiation Guided Missile – Extended Range weapon for F-35 Lightning II aircraft for the Air Force, Marine Corps, Navy, Foreign Military Sales (FMS) customers, and non-U.S. Department of Defense (DOD) program participants. Southwest Research Institute, San Antonio, Texas, is awarded a $35,703,370, indefinite-delivery/indefinite-quantity contract (N6523624D1013) with provisions for firm-fixed-price and cost-plus-fixed-fee orders. The contract will provide cryptologic systems and associated equipment support services in support of Naval Information Warfare Center Atlantic; Program Management Warfare 120; Naval Sea Systems Command; Naval Air Systems Command Program Management Aircraft 234; Naval Information Warfare Center Pacific; the National Security Agency; the Coast Guard; and the Marine Corps. This contract includes options which, if exercised, bring the cumulative value of this contract to $49,836,400. No contract funds will be obligated on the basic contract. Contract funds will be obligated under the first delivery order utilizing fiscal 2020 shipbuilding and conversion, Navy funds in the amount of $1,556,128; fiscal 2021 shipbuilding and conversion, Navy funds in the amount of $1,167,096; and fiscal 2023 shipbuilding and conversion, Navy funds in the amount of $452,159. Fiscal 2020 shipbuilding and conversion, Navy funds will expire at the end of the current fiscal year. Work will be performed in San Antonio, Texas, and is expected to be completed by June 2029. This requirement was not competitively procured because it is a sole source acquisition negotiated under 10 U.S. Code 3204(a)(1), only one responsible source and no other supplies or services will satisfy agency requirements. Lockheed Martin Corp., Missile and Fire Control, Orlando, Florida, is awarded a $23,965,782 definitized modification (P00015) to a cost-plus-fixed-fee order (N0001922F0010) against a previously issued basic ordering agreement (N0001919G0011). This modification definitizes the contract value above the original not to exceed value and provides continued non-recurring engineering and material to support post-critical design review activities and test asset builds required to establish a new Long Range Anti-Ship Missile C-3 variant for the Navy. Work will be performed in Orlando, Florida (95.9%); Ocala, Florida (3.6%); and Troy, Alabama (1.5%), and is expected to be completed in March 2025. Textron Aviation Inc., Wichita, Kansas, is awarded a $8,388,771 modification (P00010) to a previously awarded firm-fixed-price contract (N0001923C0020). This modification exercises options and extends the period of performance for the production and delivery of one Lot Two multi-engine training system aircraft in support of providing intermediate and advanced training platform for accession into P-8, EP-3, KC-130, E-6, E-2, CMV-22, and MV-22 for the Navy, Marine Corps, and Coast Guard to support the mission of the Chief Naval Air Training to produce aviators and flight officers in sufficient quantity to support Naval Air Forces tasking. Lockheed Martin Rotary and Mission Systems, Moorestown, New Jersey, is being awarded a sole-source hybrid (cost-plus-incentive-fee and cost-plus-fixed-fee) contract with a total value of  $39,237,294, inclusive of options.  Under this follow-on contract, the contractor will provide operations and sustainment and logistics services to the Aegis Combat System and its elements/sub elements at Aegis Ashore Missile Defense Test Complex-Pacific Missile Range Facility in Kauai, Hawaii. The contractor will also support and implement the Labyrinth Shield Shielding Effectiveness project at host nations and conduct special studies to benefit Aegis Missile Defense capabilities and performance.
