Amazon Web Services (AWS), Seattle, Washington, was awarded a $723,878,930 five-year, single-award, firm-fixed-price Department of Navy (DoN) enterprise software license (ESL) blanket purchase agreement (BPA). The BPA provides DoN access to AWS’s commercial cloud environment, AWS Professional Services, and AWS training and certification courses. Work will be performed for a maximum of five years from December 2022 through December 2028. This BPA is issued under DoN ESL in accordance with the policy and guidelines in the Defense Federal Acquisition Regulation Supplement, Section 208.74. This BPA will not obligate funds at the time of award. Funds will be obligated as task orders are issued using a variety of funding types, including operation and maintenance (Navy) funds; other procurement (Navy) funds; and working capital (Navy) funds. This BPA is supported by a limited source justification for brand name and determination for a single-award BPA. The primary authority supporting this justification is Defense Federal Acquisition Regulation Subpart 8.405-6(a)(1)(B). Mid-Atlantic Computer Services Inc.,* Cerritos, California, is awarded a firm-fixed-price Department of Defense blanket purchase agreement (BPA) with an overall potential value of $37,295,550, in accordance with the firm’s General Services Administration (GSA) Federal Supply Schedule contract. This agreement was awarded to procure commercial-off-the-shelf electronic maintenance devices to meet the requirements of the Electronic Maintenance Support System. The ordering period will be for a maximum of three years from Dec. 19, 2022, through Dec. 18, 2025. This BPA is issued in accordance with the policy and guidelines in the Defense Federal Acquisition Regulation, Subpart 8.4 — Federal Supply Schedules. This BPA will not obligate funds at the time of award. Funds will be obligated on each delivery order. The first delivery order is expected to be issued in January 2023 with an estimated amount of $4,900,000 utilizing fiscal 2022 and fiscal 2023 procurement (Marine Corps) funds. JLL-Midnight Sun IFMS LLC,* Vienna, Virginia, is awarded a $32,704,431 firm-fixed price, indefinite-delivery/indefinite-quantity modification to previously awarded contract (N69450-19-D-1750) for base operations support services at Naval Air Station Jacksonville, Bureau of Medicine and Surgery Jacksonville, Florida, and outlying areas. This award brings the total cumulative value of the contract to $151,931,216. Work will be performed in Jacksonville, Florida, and is expected to be completed by December 2023. No funds will be obligated at time of award. Fiscal 2023 operation and maintenance (Navy) funds, fiscal 2023 operation and maintenance (Marine Corps) funds, and fiscal 2023 working capital (Navy) funds will be obligated on individual task orders issued during the option period. Hensel Phelps Construction Co., Honolulu, Hawaii, is awarded an $18,467,000 firm-fixed-price task order (N6247823F4037) under previously awarded contract N62478-20-D-4003 for fiscal 2023 RM20-0677 Repair Wastewater Treatment Plant Effluent Pump Station Building 1357, Joint Base Pearl Harbor-Hickam, Hawaii. Work will be performed in Gardena, California; and is expected to be completed by November 2023. Fiscal 2022 weapons procurement (Navy) funds in the amount of $706,089 (7%); and Foreign Military Sales (United Kingdom) funds in the amount of $2,958,218 (32%) will be obligated at time of award and will not expire at the end of the current fiscal year. Raytheon Co., Fullerton, California, is awarded an $8,600,955 firm-fixed-price modification (P00020) to a previously awarded contract (N0001919C0020). This modification adds scope to procure one Joint Precision Approach and Landing System, one set of on board repair parts, and one installation and checkout kit for the government of Japan. Work will be performed in Fullerton, California (70%); and Largo, Florida (30%), and is expected to be completed in June 2024. The Boeing Co., St. Louis, Missouri, is awarded an $8,460,885 cost-plus-incentive-fee modification (P00024) to a previously awarded contract (N0001918C1022). This modification increases the ceiling of the contract and continues design, development, integration and test efforts in support of the Infrared Search and Track System (IRST) Block II, Phase II engineering change as a replacement to the IRST Block I system on the F/A-18E/F aircraft. DEFENSE INFORMATION SYSTEMS AGENCY

Science Applications International Corp., Chambersburg, Pennsylvania, was awarded a single award, indefinite-delivery/indefinite-quantity, firm-fixed-price contract (HC1084-23-D-0002) for Unisys Operating System 2200 capacity services with a contract ceiling of $50,213,909. Performance will be at current Defense Information Systems Agency data centers. The solicitation was issued as an other than full and open competition action pursuant to the authority of 10 U.S. Code§3304(a)(1) and Federal Acquisition Regulation 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Proposals were solicited via the SAM.gov website and one proposal was received. The period of performance for the contract consists of an 11-month base period, Dec. 20, 2022, through Nov. 30, 2023, and two one-year option periods through Nov. 30, 2025. The contracting activity is Defense Information Technology Contracting Organization, Scott Air Force Base, Illinois.

DEFENSE FINANCE AND ACCOUNTING SERVICE

Ernst and Young LLP, New York, New York, has been awarded a labor-hour contract option with a maximum value of $20,484,705 for financial statement audit services for the Defense Logistics Agency (DLA). Work will be performed in various locations including DLA headquarters in Fairfax, Virginia, as well as other federal locations in Virginia and Ohio, with an expected completion date of Dec. 31, 2023. This contract is the result of a competitive acquisition for which two quotes were received. This modification brings the total cumulative face value of the contract to $59,641,603 from $39,156,898. Fiscal 2023 defense-wide operation and maintenance funds; and defense-wide working capital funds in the amount of $20,484,705 are being obligated at the time of the award. AIR FORCE

UPDATE: Microsoft Corp., Redmond, Washington (FA868423DB075), has been added as an awardee to the multiple award contract with a $900,000,000 ceiling announced Dec. 9, 2022, for the development of innovative approaches that bring multi-domain systems capabilities, the characterization of new technologies and systems through studies, recurrent demonstration and rapid development to enable rapid prototyping, and test and capability transition.

Federal Express Corp., Memphis, Tennessee (HTC711-23-D-C023); Polar Air Cargo Worldwide Inc., Purchase, New York (HTC711-23-D-C024); and United Parcel Service Co., Louisville, Kentucky (HTC711-23-D-C025), have been awarded indefinite-delivery/indefinite-quantity with firm-fixed-price rates contracts with an estimated total face value of $2,241,838,846 under the Next Generation Delivery Service-2 program to provide international and domestic small package delivery services. Work will be performed globally. The base period of performance is from April 1, 2023, to Sept. 30, 2026. Funds will be obligated at the individual task order level. This contract was a competitive acquisition in which all Civil Reserve Air Fleet carriers were eligible to submit a proposal and four offers were received. U.S. Transportation Command, Directorate of Acquisition, Scott Air Force Base, Illinois, is the contracting activity. 

Erickson Helicopters Inc., Portland, Oregon, was awarded a modification (P00016) on firm-fixed-price contract HTC711-8-D-R023 with a face value of $8,662,677. This modification provides continued dedicated fixed-wing and rotary-wing air services. Work will be performed at Edwin Andrews Air Base, Philippines. The period of performance is from Dec. 28, 2022, to March 27, 2023. Fiscal 2023 Transportation Working Capital funds were obligated at award. This modification brings the estimated total cumulative face value of the contract from $128,303,018 to $136,965,695. NAVY

The Boeing Co., St. Louis, Missouri, is awarded a $2,020,956,832 cost-plus-fixed-fee, firm-fixed-price, indefinite-delivery/indefinite-quantity contract. This contract provides for system upgrades for the F/A-18 and EA-18G aircraft, including Foreign Military Sales (FMS) variants, and will provide for deliverables and services based on systems configuration set requirements consisting of all software and hardware required to implement new capabilities on the aircraft for the Navy and FMS customers. Work will be performed in St. Louis, Missouri (86%); El Segundo, California (11%); and China Lake, California (3%), and is expected to be completed in December 2027. No funds will be obligated at the time of award. Funds will be obligated on individual orders as they are issued. This contract was not competitively procured pursuant to Defense Federal Acquisition Regulation 6.302-1. Sikorsky Aircraft Corp., Stratford, Connecticut, is awarded a $676,702,069 for a ceiling-priced, performance-based logistics requirements contract for the supply chain management that includes 196 weapon replaceable assemblies/shop replaceable assemblies in support of the CH-53E and MH-53E helicopters. The contract will include a five-year base period with one two-year option. If the option is exercised, the contract will be a not-to-exceed amount of $752,324,052. Work will be performed in Cherry Point, North Carolina (77%); and Stratford, Connecticut (23%). Work is expected to be completed by December 2027; if the option is exercised, work will be completed by December 2029. Lockheed Martin Aeronautics Co., Fort Worth, Texas, is awarded a $16,586,820 cost-plus-fixed-fee modification (P00019) to a previously awarded contract (N0001919C0074). This award definitizes modification P00016 in the amount of $2,435,635 and adds scope in the amount of $14,151,185 to provide for the delivery and installation of special tooling and test equipment (STATE), as well as provides program management support in support of completing the F-35 Phase 2.2B STATE unique software requirements, which supports the air vehicle delivery schedule for future lots of F-35 aircraft, and the on-time break in of critical block 4 capabilities for the Air Force, Marine Corps, Navy, non-U.S. Department of Defense (DOD) participants, and Foreign Military Sales (FMS) customers. This contract procures 28 V-22 AE1107C engines (24 for production aircraft and 4 spare engines) in support of the V-22 Osprey for the Navy and Marine Corps. Lockheed Martin Corp., Owego, New York, is awarded a $43,420,087 firm-fixed-price modification (P00002) to an order (N0001922F2291) against a previously issued basic ordering agreement (N0001921G0017). This modification exercises options for the production and delivery of one MH-60R aircraft, and to procure one Australia unique modification kit in support of modifying the MH-60R aircraft from standard Foreign Military Sales configuration to a unique configuration for the Commonwealth of Australia. Work will be performed in Owego, New York (52%); Stratford, Connecticut (40%); and Troy, Alabama (8%), and is expected to be completed in May 2026. Amentum Services Inc., Germantown, Maryland, is awarded a $27,072,000 cost-plus-incentive-fee modification under previously awarded contract N62742-17-C-3570 to exercise Option Period Six for various support services to Department of Defense components in the Naval Facilities Engineering Systems Command Pacific area of responsibility. This award brings the total cumulative contract value to $186,070,367. Work will be performed in Papua New Guinea (19%); Timor (18%); Palau (18%); Northern Mariana Islands (16%); Philippines (14%); Federated States of Micronesia (12%), and various other locations in South Asia, Southeast Asia, and Oceania (3%), and is expected to be completed by December 2023. DEFENSE HEALTH AGENCY

Health Net Federal Services LLC, Sacramento, California, is awarded a $70,560,961 modification to previously awarded, cost-plus-fixed-fee T2017 TRICARE Managed Care Support Services Contract, West Region HT9402-16-C-0002. This modification definitizes change order P00405 (CONREQ20598), Change 85 of the TRICARE Operations Manual, and Change 47 of the TRICARE Systems Manual, titled “Autism Care Demonstration (ACD) Comprehensive Revisions,” which allows clinically necessary and appropriate applied behavior analysis services for TRICARE eligible beneficiaries diagnosed with Autism Spectrum Disorder (ASD). This was a sole-source acquisition using justification 10 U.S. Code 2304 (c)(1), as stated in Federal Acquisition Regulation 6.302-1(a)(2). The delivery order completion date is July 1, 2024. AIR FORCE

Defense Engineering Corp., Beavercreek, Ohio, was awarded a $9,959,974 cost-plus-fixed-fee contract for research and development of the Sensors for Unrivaled Multi-Function Missions with Integrated Technologies. This contract provides for research and development of antennas, front-end and back-end hardware for multifunction radio frequency systems and to evaluate the performance of innovative antenna concepts identified by Air Force Research Laboratory with traditional and non-traditional experimentation and measurement techniques capable of comparing the innovative antennas with equivalent reference antennas. This contract includes systems engineering, research, development, experimentation, and demonstration of sensor system technologies covering a large portion of the radio frequency spectrum allowing for waveform agility and advanced signal processing techniques and coordination with agencies operating unmanned/attritable platforms. Work will be performed at Wright-Patterson Air Force Base, Ohio, and is expected to be completed by Feb. 27, 2026. The award is the result of the multi-spectral sensing technologies research and development broad agency announcement (BAA), solicitation number FA8650-21-S-1180.  This is two-step BAA and formal request for proposal was issued on Oct. 19, 2021. This contract was a sole source acquisition. Fiscal 2023, research and development funds in the amount of $10,000 are being obligated at time of award.
