NAVY

Taylor Tekla Test Partner Organization LLC,* Great Mills, Maryland, is awarded a $194,035,905 cost-plus-fixed fee, indefinite-delivery/indefinite-quantity contract to provide engineering, technical, and project management services for development, test, and evaluation efforts in the areas of test planning, test conduct, data analysis, test reporting, technical documentation, test project management, and systems engineering in support of the Naval Test Wing Atlantic Mission Systems Test and Evaluation Department (MSTeD). The MSTeD mission is to collaborate across organizations to gather and analyze flight test data on installed avionics, sensors, navigation systems, communications, electronic warfare systems, cyber threats, and crew systems to provide timely, evidence driven recommendations on system capabilities in support of warfighter missions for the Navy and Marine Corps. Work will be performed in Patuxent River, Maryland (90%); and Point Mugu, California (10%), and is expected to be completed in January 2030. No funds will be obligated at the time of award; funds will be obligated on individual orders as they are issued. This contract was competed as a small business set aside and one offer was received. Lockheed Martin Corp., Orlando, Florida, is being awarded a $33,827,568 definitization contract modification P00003 to delivery order N00383-21-F-0QW0 under a previously awarded basic ordering agreement (N00019-19-G-0029) for the procurement of four test controller processors and ten infrared receivers in support of the F/A-18 aircraft. All work will be performed in Orlando, Florida, and work will be completed by November 2025. Aircraft procurement funds (Navy) in the full amount of $33,827,568 will be obligated at the time of award and funds will not expire at the end of the current fiscal year. One source was solicited for this sole-source requirement under authority 10 U.S. Code 2304 (c)(1), and one offer was received. Huntington Ingalls Inc., Pascagoula, Mississippi, is awarded a $33,520,821 cost-plus-award-fee modification to previously awarded contract N00024-24-C-2312 to exercise options for DDG 51 Class follow yard support. Work will be performed in Pascagoula, Mississippi (98%); and other locations (less than 1% each, and collectively totaling 2%), and is expected to be complete by December 2025. Fiscal 2022 shipbuilding and conversion (Navy) funds in the amount of $11,468,018 (64%); fiscal 2020 shipbuilding and conversion (Navy) funds in the amount of $3,316,802 (18%); fiscal 2019 shipbuilding and conversion (Navy) funds in the amount of $2,455,946 (14%); fiscal 2017 shipbuilding and conversion (Navy) funds in the amount of $520,557 (3%); and fiscal 2023 shipbuilding and conversion (Navy) funds in the amount of $205,418 (1%), will be obligated at time of award and no funds will expire at the end of the current fiscal year. AIR FORCE

Summit Technologies Inc., Navarre, Florida, has been awarded a $40,000,000 ceiling, single-award, indefinite-delivery/indefinite-quantity contract for mission planning support services. This contract provides for continued mission planning support of mission planning systems. Work will be performed at Hill Air Force Base, Utah; and other locations worldwide, and is expected to be completed Dec. 31, 2025. This contract involves Foreign Military Sales to Australia, Belgium, Canada, Chile, Denmark, Egypt, France, India, Indonesia, Iraq, Japan, Jordan, Korea, Morocco, North Atlantic Treaty Organization, Netherlands, Norway, Oman, Poland, Portugal, Qatar, Romania, Saudi Arabia, Singapore, Taiwan, Thailand, Turkey, the United Arab Emirates, and the United Kingdom. This contract was a sole source acquisition. Fiscal 2025 operation and maintenance funds in the amount of $1,442,302 are being obligated at the time of award. K2 Space Corp., Torrance, California, was awarded a $30,000,000 firm-fixed-price, strategic funding increase, Small Business Innovation Research (SBIR) Phase II contract. This contract provides for completing the first mega class satellite bus, designing and building payload interfaces, integrating payloads, launch, and operation for a minimum of 18 months after launch. Work will be performed in Torrance, California, and is expected to be completed December 2028. This contract was a sole source acquisition under Phase II of the SBIR program. Fiscal 2024 research and development funds the amount of $5,000,000 are being obligated at the time of award. ARMY

Work will be performed in Jacksonville, Florida, with an estimated completion date of Sept. 17, 2025. Fiscal 2021-2025 civil operation and maintenance funds in the amount of $18,495,200 were obligated at the time of the award. Bids were solicited via the internet with one received. Work will be performed in Fredericksburg, Virginia, with an estimated completion date of Jan. 13, 2027. Fiscal 2025 Defense Advanced Research Projects Agency funds in the amount of $300,000 were obligated at the time of the award. Leidos Inc., Reston, Virginia, was awarded a $10,592,930 cost-plus-incentive-fee contract for logistical support required to maintain the General Electronics Test Station. DEFENSE HEALTH AGENCY

Agile Decision Sciences LLC, Huntsville, Alabama, was awarded a $13,110,452 firm-fixed-price contract modification (HT001124C0007- P00002) for administrative, analytical, and consulting services to support, analyze, and investigate issues related to military public health, force health protection, and health service support during deployments, extended training missions, and operational testing. Support organizations include the Deputy Assistant Secretary of Defense for Health Readiness Programs and Oversight, Principal Deputy Assistant Secretary of Defense for Health Affairs, Office of the Assistant Secretary of Defense for Health Affairs, the Director Defense Health Agency, the Chief of Staff, and other subordinate program directorates. The total obligated amount of this contract is increased from $9,691,248 to $22,801,700. DEFENSE FINANCE AND ACCOUNTING SERVICE

Kearney & Co. PC, Alexandria, Virginia, is being awarded a $9,386,517 fixed-price and labor-hour contract option modification (P00009) for financial statement audit of the U.S. Army Corps of Engineers (USACE) civil works, and the financial statements for the agencies owning the funds sub allotted to USACE military programs for fiscal 2025. Work will be performed in Washington, D.C.; and other locations inside and outside of the U.S., with an expected completion date of Dec. 31, 2025. The contract has a 12-month base period with four individual one-year option periods with a maximum value of $49,238,991. This contract is the result of a competitive acquisition for which two quotes were received. Pharmacy benefit services are available in all 50 states; Washington, D.C.; Guam; Puerto Rico; and the Virgin Islands. The program offers services at retail network pharmacies, authorized non-network retail pharmacies and the TRICARE Mail Order Pharmacy. Lockheed Martin Corp., Fort Worth, Texas, is awarded a $78,732,665 modification (P00006) to a previously awarded cost-plus-fixed-fee, level of effort, indefinite-delivery/indefinite-quantity contract (N0001920D0007). This modification increases the ceiling to provide for the ongoing development, installation, integration, testing, training, and delivery of the F-35 Autonomic Logistics Information System (ALIS) and Operational Data Integrated Network (ODIN), to include new capability development and current software modifications. Lockheed Martin Rotary and Mission Systems, Manassas, Virginia, is awarded a $66,479,405 cost-plus-fixed fee and cost-only contract for systems engineering and integration on Navy submarines. This contract includes options which, if exercised, would bring the cumulative value to $223,367,786. Lockheed Martin Corp., Fort Worth, Texas, is awarded a $41,500,000 modification (P00005) to a previously awarded fixed-price incentive (firm-target), cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract (N0001922D0004). Sikorsky Aircraft Corp., a Lockheed Martin Co., Stratford, Connecticut, is awarded a $31,351,214 modification (P00008) to a cost-plus-fixed-fee order (N0001922F1198) against a previously issued basic ordering agreement (N0001919G0029). This modification exercises an option to provide continued logistics support analysis, logistics products, product data, and technical publications resulting from production engineering changes, diminishing manufacturing sources, and material shortages in support of CH-53K King Stallion aircraft production and fielding for the Navy and Marine Corps. Due to the fact that the specific requirements cannot be predicted at this time, more specific information about the percentage and where the work will be performed cannot be currently provided. Fiscal 2025 operations and maintenance (Navy) (O&M,N) funds in the amount of $43,500 will be obligated ($500 on each of the 87 contracts to fund the contracts’ minimum amounts) and funds will not expire at the end of the current fiscal year. MISSILE DEFENSE AGENCY

Raytheon Co., Woburn, Massachusetts, is being awarded an indefinite-delivery/indefinite-quantity contract with cost, cost-plus-incentive-fee, and cost-plus-award-fee line items with a stated maximum value of $191,143,000. Under this contract, the contractor will support the Missile Defense System modeling and simulation (M&S) efforts which include development and sustainment of radar models and the use of those models in events, including but not limited to, element development, including Army Navy/transportable radar surveillance and Control Model 2 (AN/TPY-2) and Sea-Based X-Band Radar (SBX) radar development, flight test pre-mission testing, ground test, and warfighter exercises and training.
