NAVY

AAR Government Services Inc., Wood Dale, Illinois, is awarded an $114,476,783 modification (P00020) to a previously awarded, firm-fixed-price, time-and-materials, indefinite-delivery/indefinite-quantity contract (N0001918D0111). This modification exercises an option to provide P-8A Poseidon aircraft depot scheduled and unscheduled maintenance, depot in-service repair/planner and estimator requirements, technical directive incorporation, airframe modifications, aircraft on ground support, and removal and replacement of engines in support of the Navy, the government of Australia, and Foreign Military Sales customers. Work will be performed in Indianapolis, Indiana, and is expected to be completed in October 2023. No funds will be obligated at the time of award; funds will be obligated on individual orders as they are issued. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

The Boeing Co., Seattle, Washington, is awarded an $84,526,041 modification (P00009) to a previously awarded, firm-fixed-price, time-and-materials, indefinite-delivery/indefinite-quantity contract (N0001918D0113). This modification exercises an option to provide P-8A Poseidon CFM56-7B27A/3 and CFM56-7B27AE engine depot-level maintenance and repair in support of the Navy, the government of Australia, and Foreign Military Sales customers. Work will be performed in Atlanta, Georgia (97%); and Seattle, Washington (3%), and is expected to be completed in October 2023. No funds will be obligated at the time of award; funds will be obligated on individual orders as they are issued. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

CORRECTION: The Sept. 23, 2022, announcement of a contract award to Fincantieri Marinette Marine, Marinette, Wisconsin (N00024-20-C-2300), for procurement of long-lead time material for the land based engineering site for the Constellation-class frigate should have stated that work will be performed in Philadelphia, Pennsylvania, not Marinette, Wisconsin.

AIR FORCE

L3Harris Technologies, Amityville, New York, has been awarded a $60,742,580 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for Bomb Rack Unit 57B replacement parts in support of the F-16 weapon system. Work will be performed in Amityville, New York, and is expected to be completed by Oct. 4, 2027. This award is the result of a sole source acquisition and is 100 percent Foreign Military Sales. Air Force Life Cycle Management Center, Robins Air Force Base, Georgia, is the contracting activity (FA8520-22-D-0004).

NAVY

Alliant Techsystems Operations LLC, a wholly owned subsidiary of Northrop Grumman Defense Systems Inc., Northridge, California, is awarded a $35,587,641 modification (P00008) to a previously awarded firm-fixed-price contract (N0001921C0044). This modification exercises an option to procure full rate production Lot 11 of the AGM-88E2 Advanced Anti-Radiation Guided Missile (AARGM), to include the production and delivery of AGM-88E2 AARGM All Up Round (AUR) tactical missiles; AGM-88E AARGM Captive Air Training Missiles (CATMs); AARGM guidance sections; AARGM control sections; High-Speed Anti-Radiation Missiles (HARM) rocket motors; HARM warheads; HARM control sections; HARM G-Code AURs; HARM G-Code CATMs; and M-Code Global Positioning System receivers, as well as associated test equipment, containers, spare and repair parts, software, and logistical and program support for the government of Australia. Work will be performed in Northridge, California (60%); and Ridgecrest, California (40%), and is expected to be completed in March 2025. Foreign Military Sales customer funds in the amount of $35,587,641 will be obligated at the time of award, none of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Continental Maritime San Diego, San Diego, California, is awarded a $14,963,483 firm-fixed-price undefinitized contract action (UCA) for the USS Portland (LPD-27) fiscal 2023 selected restricted availability. This contract contains options which, if exercised, will bring the cumulative value of the contract to $38,253,995. The UCA will be definitized on or about Jan. 9, 2023. This effort is to accomplish maintenance, repair, and modernization of the USS Portland. Work will be performed in San Diego, California, and is expected to be completed by October 2023. Fiscal 2023 other procurement (Navy) funds in the amount of $14,963,483 will be obligated at time of award and will not expire at the end of the current fiscal year. This contract was competitively procured using full and open competition with only one offer received via the System for Award Management website. The Southwest Regional Maintenance Center, San Diego, California, is the contracting activity (N55236-23-C-0001).

CCI Group LLC,* Shalimar, Florida, is awarded a $12,285,857 firm-fixed-price modification to previously awarded task order N6945021F0767 under previously awarded, multiple award construction contract N69450-19-D-0917 for repairs to multiple assets on the utility transmission and distribution electrical grid at Naval Submarine Base, Kings Bay, Georgia. This award brings the total cumulative value of the contract to $12,570,488. Work will be performed in St. Mary’s, Georgia, and is expected to be completed by January 2025. Fiscal 2019 and fiscal 2020 military construction (Navy) funds in the amount of $12,285,857 will be obligated at time of award, and $6,207,936 will expire at the end of the current fiscal year. The Naval Facilities Engineering Systems Command Southeast, Jacksonville, Florida, is the contracting activity.

DEFENSE LOGISTICS AGENCY

UPDATE: Marathon Medical, Aurora, Colorado (SPE2DE-23-D-0002, $37,000,000), has been added as an awardee to the multiple award contract for laboratory equipment, accessories and consumables for the Defense Logistics Agency Electronic Catalog, issued against solicitation SPE2DE-17-R0001 and awarded Feb. 15, 2018.

ARMY

Enlighten IT Consulting LLC, Linthicum Heights, Maryland, was awarded a $29,939,470 firm-fixed-price contract for contractor support of the Cyberspace Analytics program for Program Executive Office, Enterprise Information Systems. Bids were solicited via the internet with one received. Work will be performed in Linthicum Heights, Maryland, with an estimated completion date of Oct. 13, 2023. Fiscal 2022 research, development, test and evaluation, Army funds in the amount of $1,000,000 were obligated at the time of the award. U.S. Army Contracting Command, Rock Island Arsenal, Illinois, is the contracting activity (W519TC-23-C-0001).

Allied Technologies Group Inc.,* Huntsville, Alabama, was awarded a $9,146,194 hybrid (firm-fixed-price and time-and-materials) contract for logistic support services for the Utility Helicopters Project Office. Bids were solicited via the internet with four received. Work will be performed in Huntsville, Alabama, with an estimated completion date of Oct. 21, 2027. Fiscal 2022 aircraft procurement, Army funds in the amount of $9,146,194 were obligated at the time of the award. U.S. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W31P4Q-23-F-E001).

NAVY

Northrop Grumman Systems Corp., Melbourne, Florida, is awarded a $12,696,010 modification (P00010) to a cost-plus-fixed-fee order (N0001920F0088) against a previously issued basic ordering agreement (N0001920G0005). This modification adds scope to provide non-recurring engineering for requirements development, systems engineering technical reviews, certification planning, initial requirements change requests, procurement strategy source selection packages, performance based navigation certification plan, initial system safety, cyber, program protection and exportability analysis, integrated master schedule, and other associated technical deliverables in support of the E-2D Advanced Hawkeye cockpit redesign. Work will be performed in Melbourne, Florida (99.76%); and Patuxent River, Maryland (0.24%), and is expected to be completed in June 2023. Fiscal 2022 research, development, test and evaluation funds in the amount of $12,600,000 will be obligated at the time of award, all of which will expire at the end of the current fiscal year. The Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Schuyler Line Navigation Co., LLC, Annapolis, Maryland (N3220518C3508), is awarded a $10,103,500 option (P00027) for the fixed-price portion of a previously awarded firm-fixed-price contract with reimbursable elements to exercise a one-year option period for the operation and maintenance of the tanker SLNC Goodwill to provide transportation of clean petroleum products in support of the Department of Defense Logistics Agency Energy. This contract includes a one-year firm period of the performance, three one-year option periods, and one eleven-month option period, which if exercised would bring the cumulative value of this contract to $60,816,000. Work will be performed worldwide and is expected to be completed, if all options are exercised, by Sept. 13, 2023. Fiscal 2023 working capital (Transportation) funds in the amount of $10,103,500 are obligated, and will expire at the end of the fiscal year. This procurement was released under full and open competition with an unlimited number of companies solicited via the System for Award Management website and five offers were received. The Navy’s Military Sealift Command, Norfolk, Virginia, is the contracting activity.

AIR FORCE

CORRECTION: A contract announced Sept. 30, 2022, to Lockheed Martin Corp., Orlando, Florida (FA8621-22-F-0040 PZ0001), for procurement of the C-130J Weapons System Trainer, was actually awarded Oct. 6, 2022.

DEFENSE LOGISTICS AGENCY

Food Services, Inc.,* Mount Vernon, Washington, has been awarded a maximum $255,000,000 fixed-price with economic-price-adjustment, indefinite-delivery/indefinite-quantity contract for full-line food distribution. This was a competitive acquisition with three responses received. This is a five-year contract with no option periods. Location of performance is Okinawa, Japan, with an Oct. 13, 2027, ordering period end date. Using customers are Army, Navy, Air Force, Marine Corps, Coast Guard, Morale Welfare and Recreation and other federal civilian agencies. Type of appropriation is fiscal 2023 through 2028 defense working capital funds. The contracting agency is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE300-23-D4111).

Oshkosh Defense LLC, Oshkosh, Wisconsin, has been awarded an estimated $44,485,826 firm-fixed-price, indefinite-quantity contract for various heavy truck weapon systems replacement parts. This was a sole-source acquisition using justification 10 U.S. Code 2304 (c)(1), as stated in Federal Acquisition Regulation 6.302-1. This is a three-year base contract with two one-year option periods. The performance completion date is Oct. 13, 2025. Using military services are Army, Navy, Air Force and Marine Corps. Type of appropriation is fiscal 2022 through 2025 defense working capital funds. The contracting activity is the Defense Logistics Agency Land and Maritime, Columbus, Ohio (SPE7LX-23-D-0005).

AIR FORCE

Riverside Research Institute, Arlington, Virginia, has been awarded a $49,468,966 cost-plus-fixed-fee contract for the Microelectronics and Embedded System Assurance (MESA) II research and development effort. Work will be performed at Wright-Patterson Air Force Base, Ohio; and Arlington, Virginia, and is expected to be completed by Jan. 14, 2028. Fiscal 2022 research and development funds in the amount of $650,941 are being obligated at the time of award. Air Force Research Laboratory, Wright-Patterson AFB, Ohio, is the contracting activity (FA8650-23-C-1001).

CORRECTION: The contract announced Oct. 12, 2022, to L3Harris Technologies, Amityville, New York (FA8520-22-D-0004), for Bomb Rack Unit 57B replacement parts, was actually awarded Oct. 14, 2022, and the contract number is FA8520-23-D-0001. Additionally, the expected work completion date was announced as Oct. 4, 2027, but is expected to be completed by Oct. 14, 2027. 

NAVY

General Dynamics Electric Boat Corp., Groton, Connecticut, is awarded an $18,106,451 cost-plus-fixed-fee contract to provide U.S. Trident II Strategic Weapon System Kings Bay Trident Trainer Facility kit and engineering support services.  Work will be performed at Groton, Connecticut (66%); Kings Bay, Georgia (25%); and Cape Canaveral, Florida (9%). Work is expected to be completed on Dec. 31, 2025. Fiscal 2022 other procurement (Navy) funds in the amount of $11,888,110; and fiscal 2022 ship building and conversion (Navy) funds in the amount of $1,871,779 will be obligated at time of award. No funds will expire at the end of the current fiscal year.  This contract is being awarded as a sole-source acquisition in accordance with 10 U.S. Code 2304(c)(1). Strategic Systems Programs, Washington, D.C., is the contracting activity (N0003023C6004).
