Clearance Transfer Process: What Moves and What Must Be Redone

Posted by Ashley Jones

The security clearance transfer process involves verifying your existing investigation and eligibility, deciding whether the new organization can accept them, and arranging access for the new job. You do not carry a transferable license between employers. A qualifying prior determination can prevent duplicate vetting, while the gaining office still has work to do.

That distinction matters when a recruiter says your clearance “transfers.” Ask which part is complete. Locating your record, accepting eligibility, and authorizing classified work are different milestones, and an offer can remain conditional after the eligibility question is resolved.

Key takeaways

  • The gaining security office verifies official records; your resume is an introduction, not clearance verification.
  • Reciprocity can preserve qualifying investigations and adjudications without repeating them.
  • Updated information, additional authorized checks, and position-specific access requirements can remain.
  • Track eligibility acceptance, local access, and permission to start separately.

What actually moves in the security clearance transfer process?

What carries forward is qualifying government vetting and eligibility. The receiving organization verifies those records and applies the relevant acceptance rules. Your former employer does not hand you a clearance certificate that independently authorizes work elsewhere.

Start with the governing distinction: investigation gathers information; adjudication evaluates it; eligibility establishes whether you qualify for the relevant access. Actual access concerns the information you need for assigned duties. A move can preserve the earlier work without preserving your old assignment’s access.

The discussion of clearance crossover helps with moves between employers or agency environments. To make that discussion useful for your offer, identify the gaining customer and required eligibility level before asking whether anything must be repeated.

For example, a candidate leaving an analyst position might have final eligibility at the level the next job requires. That answers an initial screening question. It does not establish that the new security office has located the determination, accepted it where needed, or completed the steps for the new assignment.

How does the gaining office find your investigation and adjudication?

The gaining office checks authorized personnel security records. It needs to establish what investigation exists, whether a national security eligibility determination was made, and whether that record meets the proposed requirement.

SEAD 7, effective November 9, 2018, directs agencies to review designated personnel security repositories or successor databases. Its references include systems used across different agency communities. The directive does not tell candidates to assemble screenshots as substitutes for official verification.

Tell the gaining security office your confirmed eligibility level and clearing agency. Ask how to provide identifying information securely. If the office cannot locate the record, offer the current security office’s approved contact information and ask what specific verification is missing.

A mismatch is a question to resolve, not an invitation to guess. “I had an investigation” can describe a different stage from “my eligibility was favorably adjudicated.” Ask your current security office which description is accurate before repeating it in an application.

The explanation of Scattered Castles and DISS provides background on why different systems enter the conversation. Let the security offices handle authoritative verification; your role is to make sure they have the correct agency and contacts.

What does reciprocity accept, and what can require review?

Reciprocity recognizes qualifying prior investigations and national security eligibility adjudications. The directive requires agencies to accept same-level or higher adjudications, subject to its exceptions. It also restricts duplicative processing when the requirements for reciprocal acceptance are met.

The general explanation of security clearance reciprocity is useful background, but acceptance depends on the actual record. Interim or limited eligibility, relevant new information, and an adjudication recorded with an exception can change the review. An unfinished investigation is not a completed favorable adjudication.

Those conditions do not mean any agency may repeat every step simply because you are changing jobs. When security requests more processing, ask whether the request concerns changed information, a different investigative requirement, a reciprocity exception, or employment screening outside the national security determination.

That question keeps the discussion factual. It also gives you something useful to track: an identified requirement with an owner, instead of a vague assurance that your “transfer” is progressing.

Component What can carry forward What to confirm for the new job
Background investigation Qualifying investigative work Whether it meets the new requirement or needs authorized supplementation
Eligibility adjudication A qualifying determination at the same or higher level Whether acceptance is complete or an exception needs resolution
Security questionnaire information Previously supplied information What changes security needs and why additional processing is requested
Polygraph A qualifying examination meeting the receiving agency’s type and age requirements Whether an existing examination meets the position’s requirement
Organizational relationship and access Prior records inform the new office Who maintains the new relationship, confirms need to know, and authorizes access
Employment approval Clearance eligibility can satisfy a position requirement Which offer contingencies remain before entry on duty

Will you have to complete updated forms or agency checks?

Possibly, but a move does not automatically justify restarting the investigation. Qualifying reciprocity limits duplication, while changes since your last questionnaire and other specified circumstances can support additional processing. Ask what the request is intended to resolve.

For your own preparation, maintain an accurate private chronology of employment, residences, and other information you may be asked to report. Use it to answer the requested questions consistently. Preparation is useful even when the gaining office ultimately needs only a limited update.

Distinguish a request for changed information from a new full questionnaire. A new address may need to be reported, but that fact alone does not explain why every investigative element would have to be repeated. Conversely, insisting that reciprocity eliminates every question can obstruct legitimate processing.

State’s archived clearance guidance describes status, exceptions, continuous vetting enrollment, new relevant information, and unique agency requirements as considerations in a move. Treat that as background, not a substitute for the gaining office’s current instructions.

Read the purpose of each form before submitting it. If a request seems duplicative, ask for clarification through the designated security contact while continuing to meet legitimate deadlines. Keep substantive answers inside the approved submission process.

Who handles ownership, briefings, and access at the new organization?

The gaining security office handles its organizational records and access arrangements. Government eligibility and the new employer’s access decision are connected, but they are not the same action. Ask whether the appropriate relationship and access entries have been established.

Under the NISPOM contractor eligibility requirements, contractors must maintain accurate employee eligibility and access records in the designated system. Contractor access also depends on appropriate government eligibility, valid need to know, a signed nondisclosure agreement, and the contractor’s own authorized level.

The NISPOM briefing requirements place an initial security briefing before employee access. A recognized prior eligibility decision therefore does not eliminate the gaining contractor’s briefing responsibilities.

For planning, ask security to identify the relevant organization, the required briefing, and the person who will confirm access. “Ownership complete” may describe an administrative relationship without answering whether you may begin the classified assignment. Get the latter answer explicitly.

Do SCI, SAP, and polygraph requirements follow automatically?

Do not assume all program conditions are settled by the collateral clearance label. Have the gaining office identify the compartmented or special program requirements for the offered position and determine which existing approvals or examinations it can recognize.

Polygraphs require particular care. The reciprocity directive requires acceptance of qualifying examinations that meet the receiving agency’s type and age requirements when the investigation and adjudication also qualify. It does not support a blanket statement that every agency move requires another examination.

If an examination is needed, ask whether security has made a preliminary reciprocity determination and what remains for the final decision. Avoid treating a scheduled appointment as either approval or disapproval. It identifies a pending step.

Discuss program access with the authorized security contact at an unclassified level. Your resume does not need compartment names or protected mission details to explain that the receiving office must verify the position’s access requirements.

What status information should you request before setting a start date?

Request a status for the record, eligibility acceptance, outstanding processing, and permission to report. A single “transfer pending” label does not tell you which action is holding the move.

Use a short written checklist: record located; eligibility verified; reciprocal acceptance decided where required; requested updates submitted; program conditions identified; gaining relationship established; briefing arranged; employer start authorization received. Mark unknown items as unknown. That prevents a recruiter estimate from quietly becoming your assumed approval.

For every pending item, record the responsible office and the next action. If the candidate owes nothing, ask what event will trigger the next update. Your resignation decision should rest on the employer’s confirmed contingencies and your tolerance for uncertainty, rather than the word “transfer” alone.

Frequently Asked Questions

Can I transfer my clearance myself?

You can provide accurate status information and respond to requests, but official verification and acceptance belong to the responsible security offices and agencies. Ask the gaining office how it wants to receive your information and what it needs from the current office.

Does a new employer always require a new investigation?

No. Qualifying investigations and eligibility adjudications can be accepted through reciprocity. Additional work can be appropriate when the existing record does not meet the requirement, changed information needs attention, or another permitted circumstance applies.

Does accepted eligibility mean I can start classified work?

It resolves an eligibility question, not every access and employment requirement. Confirm the gaining organization’s need-to-know determination, briefing and access arrangements, and the employer’s permission to report before assuming the assignment is ready.

Does a prior polygraph have to be repeated?

Not automatically. Qualifying examinations meeting the receiving agency’s type and age requirements are subject to reciprocal acceptance. The gaining office should determine whether your examination meets the actual requirement and explain any remaining step.

What is the most useful transfer-status request?

Send your gaining security contact the offered position’s clearance requirement and ask which milestone remains incomplete: record verification, eligibility acceptance, additional processing, or access. Request the responsible office and next action for the specific pending item.
