Cianbro Corp., Pittsfield, Maine, is awarded a $112,468,770 fixed-price-award-fee contract for construction at Norfolk Naval Shipyard, Virginia. The work to be performed provides for the design-bid-build for construction of a new Dry Dock 4 Refueling Complex. This contract is part of the Shipyard Infrastructure Optimization Program, which is a holistic plan that integrates all infrastructure and industrial plant equipment investments at the Navy’s four public shipyards to meet nuclear fleet maintenance requirements. The base price and Options 1 and 2 will be awarded in the amount of $108,868,770, with award fee in the amount of $3,600,000, for a total obligated amount of $112,468,770. Work will be performed in Portsmouth, Virginia, and is expected to be completed by December 2025. Fiscal 2023 Capital Investment Program, other procurement, Navy contract funds in the amount of $112,468,770 are obligated on this award and will not expire at the end of the current fiscal year. This contract was competitively procured via the www.sam.gov website with one offer received. The Naval Facilities Engineering Systems Command, Mid-Atlantic, Norfolk, Virginia, is the contracting activity (N40085-24-C-0001).

Lockheed Martin Corp., Moorestown, New Jersey, is awarded a $21,874,759 cost-plus-fixed-fee and cost-only modification to previously awarded contract N00024-18-C-2300 to exercise an option for industrial post-delivery availability support for the Freedom-variant Littoral Combat Ship USS Beloit (LCS 29). Work will be performed in Marinette, Wisconsin, and is expected to be completed by March 2025. Fiscal 2023 shipbuilding and conversion (Navy) post-delivery funds in the amount of $1,000,000 (100%) will be obligated at time of award and will not expire at the end of the current fiscal year. The Naval Sea Systems Command, Washington, D.C., is the contracting activity.

Higher Echelon Inc.,* Huntsville, Alabama, was awarded a $36,012,032 firm-fixed-price contract for cyber instructional training and training support services. Bids were solicited via the internet with four received. Work locations and funding will be determined with each order, with an estimated completion date of Feb. 18, 2027. The Trustees of the Stevens Institute of Technology, Hoboken, New Jersey, was awarded a $14,979,104 firm-fixed-price contract for research and development of quantum and artificial intelligence technologies for next generation armament systems. Bids were solicited via the internet with one received. Work will be performed in Hoboken, New Jersey, with an estimated completion date of Oct. 28, 2028. Fiscal 2024 research, development, test, and evaluation, Army funds in the amount of $14,979,104 were obligated at the time of the award. AIR FORCE

Assured Information Security Inc., Rome, New York, has been awarded a $27,999,984 cost-plus-fixed-fee completion contract modification (P00037) to previously awarded contract FA8750-19-C-0013 for Full Spectrum Cyber Capabilities software and hardware. The modification brings the total cumulative face value of the contract to $74,820,579. Work will be performed in Rome, New York, and is expected to be completed by Sept. 6, 2026. Fiscal 2023 research, development, test, and evaluation funds in the amount of $3,380 are being obligated at time of award. The Air Force Research Laboratory, Rome, New York, is the contracting activity.

Harbor Services Inc., North Charleston, South Carolina, was awarded a $10,000,000 indefinite-delivery/indefinite-quantity contract for the Simplified Acquisition of Base Engineering Requirements (SABER). This contract provides for an execution method for a broad range of design and/or construction work for maintenance, repair, alteration, minor, and new construction work on various real property facilities. Work will be performed at Moody Air Force Base, Georgia; Grand Bay Range, Georgia; Grassy Pond, Georgia; Spence Field, Georgia; Valdosta Regional Airport, Georgia; and Avon Part Range, Florida, and is expected to be completed by Oct. 31, 2027. DEFENSE LOGISTICS AGENCY

Hardwick Tactical Corp.,* Cleveland, Tennessee, has been awarded a maximum $14,560,277 firm-fixed-price with economic-price-adjustment, indefinite-delivery/indefinite-quantity contract for women’s service uniform dress coats. This was a competitive acquisition with five responses received. This is a five-year contract with no option periods. Location of performance is Puerto Rico, with an Oct. 22, 2028, ordering period end date. Using military service is Army. Type of appropriation is fiscal 2024 through 2029 defense working capital funds. DEFENSE HEALTH AGENCY

McKinsey and Co., Washington, D.C., was awarded a $7,775,770 firm-fixed-price contract (HT9402-23-C-0010) on a sole source basis to provide readiness analytics support. The contractor shall support the Defense Health Agency (DHA) with cost and performance management services built around the guiding principles of applying relevant leading practices for decision support with data analysis and consulting services to evaluate effectiveness of Defense Health Program appropriations and Military Health System policies. This includes delivering early insights to provide initial cost transparency upfront, gaining buy-in for change, validating the approach, and prioritizing people, process, and technology changes that can be implemented strategically. This includes financial, audit, accounting, and data analytics support services centered on DHA governance priorities, to include (but not limited to) policy performance via a discrete modeling and interpretive analysis of policy measurements along with other DHA priority focus areas such as private sector care cost modeling and analysis. Fiscal 2023 operations and maintenance funds were obligated at the time of award. Place of performance is Falls Church, Virginia. Period of performance is Sept. 30, 2023, to Sept. 29, 2024. AIR FORCE

BAE Systems Information and Electronic Systems Integration Inc., Nashua, New Hampshire, has been awarded a $9,900,000 indefinite-delivery/indefinite-quantity, ceiling increase modification (P00001) to previously awarded contract FA8651-23-D-B002 to further develop the True Pulse Logic algorithm concept, intended to not only address short-term needs, but also prepare for future next-generation upgrades to Semi-Active Laser Seekers. This modification will increase the contract value from $4,900,000 to $9,900,000. Work will be performed at Nashua, New Hampshire, and is expected to be completed by July 17, 2028. No funds are being obligated at time of award. The Air Force Research Laboratory, Eglin Air Force Base, Florida, is the contracting activity.

Vertex Aerospace LLC, Madison, Mississippi, is awarded a $458,183,641 firm-fixed-price indefinite-delivery/indefinite-quantity contract to provide new depot site stand up, as well as organizational, selected intermediate and limited depot level maintenance, and logistics support services for the F-5 Adversary aircraft for the Navy and Marine Corps. Work will be performed in Key West, Florida (36%); Yuma, Arizona (24%); New Orleans, Louisiana (19%); Beaufort, South Carolina (17%); and Fallon, Nevada (4%), and is expected to be completed in November 2028. Lockheed Martin Corp., Owego, New York, is awarded a $364,312,098 firm-fixed-price order (N0001924F5567) against a previously issued basic ordering agreement (N0001921G0017). This order is for the production and delivery of six MH-60R aircraft for the government of Norway. Work will be performed in Owego, New York (52%); Stratford, Connecticut (40%); and Troy, Alabama (8%), and is expected to be completed in July 2027. Foreign Military Sales customer funds in the amount of $364,312,098 will be obligated at the time of award, none of which will expire at the end of the current fiscal year. Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

BAE Systems – Jacksonville Ship Repair LLC, Jacksonville, Florida, is awarded a $82,980,622 firm-fixed-price contract action for maintenance, modernization and repair of USS Ramage (DDG 61) fiscal 2024 docking selected restricted availability. The scope of this acquisition includes all labor, supervision, equipment, production, testing, facilities, and quality assurance necessary to prepare for, and accomplish, the Chief of Naval Operations Availability for critical modernization, maintenance and repair programs. This contract includes options which, if exercised, would bring the cumulative value of this contract to $92,995,634. Work will be performed in Mayport, Florida, and is expected to be completed by April 2025. Fiscal 2024 other procurement, Navy funds in the amount of $81,611,583 (98.3%); fiscal 2024 operations and maintenance, Navy funds in the amount of $1,221,794 (1.5%); fiscal 2023 other procurement, Navy funds in the amount of $147,245 (0.2%). Fiscal 2024 operations and maintenance, Navy will be obligated at the time of award, of which $1,221,794 will expire at the end of the current fiscal year. This contract was competitively procured using full and open competition via the System for Award website, with three offers received. Naval Sea Systems Command, Washington, D.C., is the contracting activity (N0002424C4417).

American Systems Corp., Chantilly, Virginia, is awarded a $31,373,856 cost-plus-fixed-fee, firm-fixed-price modification (P00011) to a previously awarded contract (N6134022C0001). This modification exercises options to provide all required development testing, integration, delivery, and installation, as well as aircrew training and readiness for the P-8A Increment 3 Block 2 mission software integrated into existing P-8A training systems, to include Weapons Tactics Trainer, the new Combat Systems Part Task Trainer, and the new Combat System Electronic Classroom, for the government of Australia. This contract is in support of Small Business Innovation Research Phase III topic N00-123, titled “Automated Readiness Measurement System (ARMS)”. The Boeing Co., Ridley Park, Pennsylvania, was awarded a $125,000,000 firm-fixed-price contract for advanced procurement of long-lead items. Bids were solicited via the internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of Sept. 30, 2028. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W58RGZ-24-F-0043). 

DEFENSE THREAT REDUCTION AGENCY

L3 Applied Technologies Inc., San Leandro, California, is being awarded a $73,457,777 (inclusive of options) combination fixed-price, economic-price-adjustment, cost-plus-fixed-fee contract for the Nuclear Weapons Effect West Coast Facility Simulator Program for the Defense Threat Reduction Agency (DTRA) in support of the Research and Development Department. Work will be performed at the contractor’s location in San Leandro, California. The period of performance is anticipated to be from Feb. 1, 2023, to Jan. 31, 2031. The award is a result of a sole-source acquisition. DEPARTMENT OF DEFENSE EDUCATION ACTIVITY

AUDAX, Rottendorf, Germany, was awarded a $33,993,460 option modification (P00004) of a previously awarded firm-fixed-price contract (HE1254-19-D-2005), for services to provide daily commute and special education needs student transportation services (STS) for the Stuttgart Military Community. This contract includes one five-year base period of performance plus one five-year option period which, if fully ordered, would bring the cumulative value of this contract to $83,296,970. Work will be performed in the Stuttgart, Germany, area and is expected to be completed by Jan. 31, 2029.  Budgeted fiscal 2024 funds are committed in the amount of $4,256,462, to fund all STS requirements for the remainder of school year 2023-2024.  Future options for school year 2025-2029 must be annually committed to future task orders and are subject to the availability of funds in accordance with Defense Federal Acquisition Regulation 52.232-18 (Availability of Funds).  This contract was competitively procured with proposals solicited via the government’s Single Point of Entry site – Federal Business Opportunities with one offer received.  Department of Defense Education Activity Headquarters, Alexandria, Virginia, is the contracting activity.
