Techni-Con Inc.* was awarded $16,250,000 for the renovation of the Federal Emergency Management Agency (FEMA) warehouse, Barrigada, Guam, and, if all options are exercised, the total value will be $17,072,987. This project is expected to be completed by March 2026. Remaining awardees were awarded $25,000 each (minimum contract guarantee per awardee) at contract award. The maximum dollar value for all nine contracts combined is $600,000,000. Work will be performed in Guam and is expected to be completed by September 2028. If all options are exercised, work will continue until September 2031. Disaster Relief, FEMA, and Homeland Security funds in the amount of $16,250,000 were obligated on this award and did not expire at the end of fiscal 2023. Fiscal 2023 operation and maintenance (Navy) contract funds in the amount of $200,000 were obligated on this award and expire at the end of the fiscal year. All other funding will be made available at the task order level as contracting actions occur. These nine contractors may compete for task orders under the terms and conditions of the awarded contract. This contract was competitively procured via the System for Award Management Contract Opportunities website with 25 proposals received. NAVFAC Marianas, Marianas, Guam, is the contracting activity. ARMY

RENK America, Muskegon, Michigan, was awarded an $11,074,785 firm-fixed-price contract for piston assemblies. Bids were solicited via the internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of Oct. 10, 2028. Army Contracting Command, Aberdeen Proving Ground, Maryland, is the contracting activity (W91CRB-24-D-0003). 

Fidelity Technologies Corp.,* Reading, Pennsylvania, was awarded an $18,748,448 firm-fixed-price contract for the design and procurement of a UH-60M flight simulator. Bids were solicited via the internet with one received. Work will be performed in Slovakia, with an estimated completion date of Sept. 13, 2027. Fiscal 2024 Foreign Military Sales (Slovakia) in the amount of $18,748,448 were obligated at the time of the award. Army Contracting Command, Orlando, Florida, is the contracting activity (W900KK-24-C-0005). 

DEFENSE LOGISTICS AGENCY

Bimbo Bakeries USA, Horsham, Pennsylvania, has been awarded a maximum $9,900,000 fixed-price, indefinite-delivery/indefinite-quantity contract for fresh bread and bakery items. This was a competitive acquisition with one response received. This is a three-year contract with no option periods. Locations of performance are South Carolina, Georgia, Mississippi, Maryland, Florida, Texas, Oklahoma, Colorado, and Indiana, with an Oct. 10, 2026, ordering period end date. Using customers are Army, Navy, Air Force, Marine Corps, and Coast Guard. Type of appropriation is fiscal 2024 through 2027 defense working capital funds. The contracting agency is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE300-24-D-W001).

AIR FORCE

FlightSafety International Defense Corp., doing business as FSI Defense, Fort Worth, Texas, has been awarded a $9,849,736 not-to-exceed modification (P00086) to previously awarded contract FA8621-13-C-6247 for the exercise of the KC-46 Aircrew Training System Production Year 9 Options. The modification brings the total cumulative face value of the contract to $435,545,433. Work will be performed at Broken Arrow, Oklahoma, and is expected to be completed by Sept. 15, 2025. Fiscal 2023 aircraft procurement funds in the amount of $ 2,174,929 are being obligated at time of award. The Air Force Life Cycle Management Center, Wright-Patterson Air Force Base, Ohio, is the contracting activity.

KBR Services LLC, Houston, Texas (N62742-16-D-3551); Vectrus Systems Corp., Colorado Springs, Colorado (N62742-16-D-3552); IAP-ECC LLC, Cape Canaveral, Florida (N62742-16-D-3553); FLUOR Intercontinental Inc., Greenville, South Carolina (N62742-16-D-3554); and AECOM Technical Services Inc., Los Angeles, California (N62742-16-D-3555), are awarded a combined, maximum-value $98,000,000 firm-fixed-price, cost-plus-award-fee modification to previously awarded contracts to increase the combined maximum value for providing global contingency services to $1,097,000,000. The work to be performed provides for incidental construction to quickly provide short-term facility support services related to natural and manmade disasters, humanitarian assistance, the full range of military operations, and projects with similar characteristics. No task orders are being issued at this time. Work will be performed worldwide and is expected to be completed by September 2024. No funding will be obligated at time of award. Funds will be obligated on individual task orders as they are issued. Naval Facilities Engineering Systems Command Pacific, Pearl Harbor, Hawaii, is the contracting activity.

Lockheed Martin Corp., Owego, New York, is awarded a $379,577,128 firm-fixed-price order (N0001924F2566) against a previously issued basic ordering agreement (N0001921G0017). This order provides for the production and delivery of eight MH-60R aircraft for the government of Spain. Work will be performed in Owego, New York (52%); Stratford, Connecticut (40%); and Troy, Alabama (8%), and is expected to be completed in March 2027. Foreign Military Sales customer funds in the amount of $379,577,128 will be obligated at the time of award, none of which will expire at the end of the current fiscal year. Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

ThayerMahan Inc.,* Groton, Connecticut, is awarded a $19,296,073 cost-plus-fixed-fee contract for Autonomous Mobile Maritime Systems for Tactical Surveillance, Undersea Warfare, and Subsea and Seabed Warfare. This contract provides for the development of specialized long endurance autonomous platforms, sensors, autonomous behaviors, signal processors, artificial intelligence and machine learning techniques, and improved endurance capacity. Work will be performed in Groton, Connecticut, and is expected to be completed in October 2027. The total cumulative value, including a 48-month base period with no option periods, is $19,296,073. Fiscal 2023 research, development, test and evaluation (Navy) funds in the amount of $100,000 are obligated at time of award and will not expire at the end of the current fiscal year. This contract was competitively procured under N00014-22-S-B001 entitled “Long Range Broad Agency Announcement (BAA) for Navy and Marine Corps Science and Technology.” Since proposals are received throughout the year under the Long Range BAA, the number of proposals received in response to the solicitation is unknown. ARMY

National Services Plus Inc.,* Newberry, Michigan (W912DQ-23-D-4000); Iron Mike Construction LLC,* Centennial, Colorado (W912DQ-23-D-4001); and Valiant Construction LLC,* Louisville, Kentucky (W912DQ-23-D-4002), will compete for each order of the $45,000,000 firm-fixed-price contract for design-bid-build and design-build construction services. Bids were solicited via the internet with 11 received. Work locations and funding will be determined with each order, with an estimated completion date of Sept. 29, 2028. Sikorsky, a Lockheed Martin Co., Stratford, Connecticut, was awarded a $33,266,729 modification (P00031) to contract W58RGZ-22-C-0010 for UH-60M aircraft. Work will be performed in Stratford, Connecticut, with an estimated completion date of June 30, 2027. Fiscal 2010 Foreign Military Sales (Jordan) funds in the amount of $33,266,729 were obligated at the time of the award. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity. 

DRS Network & Imaging Systems LLC, Melbourne, Florida, was awarded a $16,917,261 modification (P00005) to contract W91CRB-23-C-5006 for engineering services. Work will be performed in Melbourne, Florida, with an estimated completion date of Dec. 8, 2025. Fiscal 2024 Foreign Military Sales (Poland) funds in the amount of $16,917,261 were obligated at the time of the award. Army Contracting Command, Aberdeen Proving Ground, Maryland, is the contracting activity. 

Murtech Inc.,* Glen Burnie, Maryland, was awarded a $15,999,000 firm-fixed-price contract for storage and distribution of pharmaceuticals. Bids were solicited via the internet with eight received. Work locations and funding will be determined with each order, with an estimated completion date of Oct. 11, 2023. AIR FORCE

International Business Machines Corp., Bethesda, Maryland, has been awarded a $38,964,968 firm-fixed-price contract for the modernization of the Egyptian Air Force Integrated Logistics System. This contract provides for a fully integrated maintenance management and supply chain management system with the capability to support maintenance, repair, overhaul, operations, enterprise resource planning, forecasting, analytics, material management, and contracting operations. Work will be performed in Bethesda, Maryland, and Egypt, and is expected to be completed by June 5, 2029. This contract involves foreign military sales to Egypt. This contract was a sole source acquisition. Foreign Military Sales funds in the amount of $31,336,516 are being obligated at time of award. The Air Force Life Cycle Management Center, Hanscom Air Force Base, Massachusetts, is the contracting activity (FA2383-24-C-B001).

DEFENSE LOGISTICS AGENCY

Gentex Corp., Simpson, Pennsylvania, has been awarded an estimated $35,116,825 modification (P00006) exercising the first one-year option period of a one-year base contract (SPE1C1-23-D-0004) with four one-year option periods for advanced combat helmets. This is a firm-fixed-price, indefinite-delivery/indefinite-quantity contract. The ordering period end date is Oct.16, 2024. Using military service is Army. General Dynamics Electric Boat Corp., Groton, Connecticut, is awarded a not-to-exceed $216,510,000 undefinitized contract for long lead time material associated with the Virginia Class Submarines SSN 814 and SSN 815. Work will be performed in Minneapolis, Minnesota (24%); Spring Grove, Illinois (10%); York, Pennsylvania (6%); Bethlehem, Pennsylvania (5%); Florence, New Jersey (2%); Windsor Locks, Connecticut (2%); Warren, Massachusetts (1%); Salem, Ohio (1%); South El Monte, California (1%); Tacoma, Washington (1%); and other locations less than 1% (47%), and is expected to be completed by September 2034. Fiscal 2023 shipbuilding and conversion (Navy) funding in the amount of $216,510,000 will be obligated at time of award and will not expire at the end of the current fiscal year. This contract was not competitively procured. The statutory authority for this sole source award is in accordance with FAR 6.302-1(a)(2)(iii) – only one responsible source and no other supplies or services will satisfy agency requirements. Naval Sea Systems Command, Washington, D.C., is the contracting activity (N00024-24-C-2110).

Mills Marine and Ship Repair LLC, Suffolk, Virginia, is awarded a $48,497,928 cost-plus-fixed-fee, 8(a) small business set-aside contract to support in-service Carriers Refueling Complex Overhaul fire watch support for the USS John C. Stennis (CVN 74) and USS Harry S. Truman (CVN 75) Refueling and Complex Overhaul availabilities. This contract will include the identification of fire hazards and the safe response to potential fires during hot-work operations. This contract was competitively procured and solicited via the System for Award Management website with five offers received. This contract includes options which, if exercised, would bring the cumulative value of this contract to $48,497,928. Work will be performed in Newport News, Virginia, and is expected to be completed by Oct. 12 2024. If all options are exercised, work will continue through October 2028. Fiscal 2023 shipbuilding and conversion (Navy) funds in the amount of $1,506,355 (100%) will be obligated at time of award and will not expire at the end of the current fiscal year. Naval Sea Systems Command, Washington Navy Yard, Washington, D.C., is the contracting activity (N00024-24-C-2101).

Raytheon Co., El Segundo, California, is awarded $11,089,493 for a firm-fixed-price delivery order N00383-24-F-UX00 under previously awarded basic ordering agreement (N00383-19-G-UX01) for the procurement of forty-eight parts in support of the active electronically scanned array radar system used on the F/A-18 aircraft. The delivery order does not include an option period. All work will be performed in Forest, Mississippi, and work is expected to be completed by November 2025. This effort involves the purchase under the Foreign Military Sales (FMS) program, and funds will not expire at the end of the current fiscal year. FMS funds (Canada) in the full amount of $11,089,493 will be obligated at the time of award. One company was solicited for this sole-source requirement pursuant to the authority set forth in 10 U.S. Code 2304 (c)(1), with one offer received. Naval Supply Systems Command Weapon Systems Support, Philadelphia, Pennsylvania, is the contracting activity.

ARMY

Raytheon Integrated Defense System, Andover, Maryland, was awarded a $156,186,509 fixed-price-incentive contract for Patriot ground support equipment, spares and component procurement. Bids were solicited via the internet with one received. Work will be performed in Andover, Maryland, and Romania with an estimated completion date of Oct. 13, 2027. Fiscal 2024 Foreign Military Sales (Romania) funds in the amount of $156,186,509 were obligated at the time of the award. CDM Constructors Inc., Boston, Massachusetts (W912GB-24-D-0003); Conti Federal Services LLC, Orlando, Florida (W912GB-24-D-0004); and Relyant Global LLC, Maryville, Tennessee (W912GB-24-D-0005), will compete for each order of the $50,000,000 firm-fixed-price contract to repair military airfield runways. S&M Sakamoto Inc.,* Honolulu, Hawaii, was awarded a $28,293,450 firm-fixed-price contract to build a two-story addition onto an existing building. Bids were solicited via the internet with three received. Work will be performed in Kapolei, Hawaii, with an estimated completion date of March 25, 2025. Fiscal 2023 military construction, Army National Guard funds in the amount of $28,293,450 were obligated at the time of the award. FSCX Inc.,* Lawton, Oklahoma, was awarded an $11,389,012 firm-fixed-price contract for full-spectrum survival, evasion, resistance and escape instruction and support services.
