DoD Contracts: ManTech, GDIT, Northrop Grumman, Week of 11-12-24 to 11-15-24

AIR FORCE

General Dynamics Information Technology Inc., Falls Church, Virginia, was awarded a ceiling $5,570,000,000 indefinite-delivery/indefinite-quantity contract for mission partner environment operations, maintenance, and sustainment. This contract provides for service support strategy, material readiness, operational performance requirements, and sustainment of fielded and operational capabilities. Work will be performed in the National Capital Region; Tampa, Florida; Hawaii; the United Kingdom; and other stateside and overseas locations; and is expected to be completed by Dec. 9, 2035. This contract was a competitive acquisition, and two offers were received. Fiscal 2025 operation and maintenance funds in the amount of $5,000,000 are being obligated at the time award. The Secretary of the Air Force Concepts, Development, and Management, Fairfax, Virginia, is the contracting activity (FA7146-25-D-0002).

The Boeing Co., Layton Utah, has been awarded a $233,764,794 modification (P00010) to a previously awarded contract (FA8214-22-D-0001) for the flight test telemetry termination production requirements contract. Work will be performed in Layton, Utah, and is expected to be completed by March 31, 2031. No funds are being obligated at the time of award. The Air Force Nuclear Weapons Center, Hill Air Force Base, Utah, is the contracting activity.

NAVY

Kongsberg Defence and Aerospace, Kongsberg, Norway, is being awarded a $960,776,576 firm-fixed-fixed-price, multi-year contract (N00024-25-C-5434) for Over the Horizon–Weapons System encanistered missiles, also known as the Naval Strike Missile. This contract includes options which, if exercised, would bring the cumulative value of this contract to $1,140,776,576. Work will be performed in Kongsberg, Norway (56%); Toulouse, France (13%); ‘t Harde, Netherlands (8%); Schrobenhausen, Germany (7%); Raufoss, Norway (1%); Arendal, Norway (1%); Northridge, California (1%); Gloucestershire, United Kingdom (1%); Chandler, Arizona (1%); Camberley, United Kingdom (1%); and various locations all less than 1% (10%), and is expected to be completed by May 2031. Fiscal 2024 procurement (Marine Corps) funding in the amount of $206,718,816 (89%); and fiscal 2024 weapons procurement (Navy) funding in the amount of $25,587,544 (11%), will be obligated at time of award and will not expire at the end of the current fiscal year. This contract was not competitively procured in accordance with 10 U.S. Code 3204(a)(1) (only one responsible source and no other supplies or services will satisfy agency requirements). Naval Sea Systems Command, Washington, D.C., is the contracting activity. 

BAE Systems Technology Solutions and Services Inc., Rockville, Maryland, is awarded a $104,793,401 cost-plus-fixed-fee, level of effort, indefinite-delivery/indefinite-quantity contract to provide the Naval Air Warfare Center, Aircraft Division, Webster Outlying Field, Ship and Air Integrated Warfare Division with engineering, logistics, integration and installation support for command, control, communications, computers, and intelligence systems, information and computer systems, and sensor systems for various platforms to include ships, Unmanned Aircraft Systems, shore installations, and ground-based systems for the Navy, Foreign Military Sales customers and non-Department of Defense partners. Work will be performed in Patuxent River, Maryland (88%); and Saint Inigoes, Maryland (12%), and is expected to be completed by October 2029. No funds will be obligated at the time of award; funds will be obligated on individual orders as they are issued. This contract was competed on a full and open basis with two offers received. Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N0042125D0002).

Bell Boeing Joint Program Office, Amarillo, Texas, is awarded an $18,686,939 cost-plus-fixed-fee order (N0001925F0015) against a previously issued basic ordering agreement (N0001922G0002). This order provides research, development, test, evaluation, program management, and engineering support for integrated aircraft survivability equipment in support of CMV-22 Osprey retrofit efforts for Navy. Work will be performed in Ridley Park, Pennsylvania (95%); North Island, California (4%); and Fort Worth, Texas (1%), and is expected to be completed in November 2029. Fiscal 2024 research, development, test and evaluation (Navy) funds in the amount of $1,362,110 will be obligated at the time of award, $1,362,110 of which will expire at the end of the current fiscal year. DEFENSE LOGISTICS AGENCY

Direct Energy Business LLC, Houston, Texas (SPE604-25-D-8005, $71,488,229); Constellation NewEnergy Inc., Baltimore, Maryland (SPE604-24-D-8000, $57,125,023); Engie Resources LLC, Houston, Texas (SPE604-25-D-8002, $25,752,324); WGL Energy Services Inc., Vienna, Virginia (SPE604-25-D-8004, $21,570,822); and Shell Energy Solutions, The Woodlands, Texas (SPE604-25-D-8003, $9,564,975), have each been awarded a firm-fixed-price, requirements contract under solicitation SPE604-24-R-0408 to supply and deliver retail electricity and ancillary/incidental services. This was a competitive acquisition with six responses received. These are one-year contracts with no option periods. Locations of performance are Illinois, Maryland, New Jersey, Ohio, Pennsylvania, and Washington, D.C., with a Dec. 31, 2025, performance completion date. Using customers are Army, Navy, Air Force, the Defense Department, the Department of Energy, the Department of Veterans Administration, the National Institute of Health, and the Department of Agriculture. The using customer is solely responsible for funding this contract and funds vary in appropriation type and fiscal year. The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Virginia.

SOPAKCO Inc.,* Mullins, South Carolina, has been awarded a maximum $47,605,500 fixed-price, indefinite-delivery/indefinite-quantity contract for close combat assault rations. This was a competitive acquisition with three responses received. This is a five-year contract with no option periods. The ordering period end date is Nov. 10, 2029. Using military services are Army, Navy, Air Force, and Marine Corps. Type of appropriation is fiscal 2025 through 2030 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE3S1-25-D-Z100). 

ARMY

Sevenson Environmental Services Inc., Niagara Falls, New York, was awarded a $96,000,000 cost-plus-fixed-fee contract for environmental remediation services. MISSILE DEFENSE AGENCY

Northrop Grumman Systems Corp., Chandler, Arizona, is being awarded five, one-year, firm-fixed-price options under the active Research & Development (R&D) Prototype Other Transaction Authority (OTA) Agreement (HQ0851-22-9-0002) with a value of $540,919,491. This is an increase in dollar value of the current agreement from $291,859,066 to $832,778,557. The R&D OTA Agreement was competitively awarded through The Missile Defense Agency’s (MDA) authority under 10 U.S. Code4022(a)(2)(B). This effort is in accordance with MDA Press Release: 24-NEWS-0009 for Northrop Grumman to continue performance under their existing OTA agreement. Under this award, the performer will further develop and define its Glide Phase Interceptor design concept. The work will be performed in Chandler, Arizona, with an estimated completion date of November 2029. Fiscal 2025 research, development, test and evaluation funds in the amount of $24,640,000 are being obligated at the time of award. MDA, Dahlgren, Virginia, is the contracting activity.

ARMY

Dynetics Inc., Huntsville, Alabama, was awarded a $204,000,000 firm-fixed-price contract for procurement of launcher assets, spares and incidentals. Bids were solicited via the internet with one received. Work will be performed in Huntsville, Alabama; Chanhassen, Minnesota; and Dallastown, Pennsylvania, with an estimated completion date of Dec. 31, 2026. Fiscal 2025 Army procurement appropriation funds in the amount of $99,960,000 were obligated at the time of the award. Army Contracting Command, Redstone Arsenal, Alabama, is the contracting activity (W31P4Q-25-F-0021). 

AECOM-B&V Lakes and Rivers JV, Louisville, Kentucky, was awarded a $9,304,871 firm-fixed-price contract for professional engineering services. Bids were solicited via the internet with one received. Work will be performed in Chicago, Illinois, with an estimated completion date of Oct. 13, 2026. Fiscal 2025 civil construction funds in the amount of $7,475,420 were obligated at the time of the award. BAM Technologies LLC,* Arlington, Virginia, was awarded a $7,773,004 firm-fixed-price contract for sustainment and support for Enterprise-Exceptional Family Member Program system services. This contract provides for ground segment development associated with advanced fire control missions for the Space Development Agency. Work will be performed at Colorado Springs, Colorado; Herndon, and Chantilly, Virginia; and Huntsville, Alabama, and is expected to be completed by December 2029. This contract was a competitive acquisition, and seven offers were received. General Dynamics Mission Systems, Manassas, Virginia, is awarded a $21,875,096 cost-plus-fixed-fee modification to previously awarded contract N00024-24-C-6240 to exercise options for engineering development and production. Work will be performed in various locations, determined at the individual task order level, and is expected to be completed Sept. 29, 2027. DEFENSE INFORMATION SYSTEMS AGENCY

NCR Government Systems LLC, Germantown, Maryland, was awarded a competitive, single award, indefinite-delivery/indefinite-quantity contract. The total amount of all orders placed against this contract shall not exceed $335,000,000. The contract will provide the Defense Commissary Agency (DeCA) with an Enterprise Business Operations Systems Solution, supporting annual hardware and software renewal warranty and maintenance for previously purchased proprietary, commercial, off-the-shelf, brand name hardware and software already integrated within the DeCA infrastructure. The guaranteed minimum amount is $2,500 and will be satisfied through a task order award using fiscal 2024 defense working capital funds. Performance will be at the contractor’s facility as well as DeCA’s 240 commissaries worldwide. Proposals were solicited via SAM.gov and five proposals were received. The period of performance of this contract, which consists of a one-year base and four one-year options, is Nov. 12, 2024, to Nov. 11, 2029. NAVY

Textron Aviation Inc., Wichita, Kansas, is awarded a $276,760,900 modification (P00016) to a previously awarded firm-fixed-price contract (N0001923C0020). This modification exercises options for the production and delivery of 26 T-54A aircraft (24 under Lot 3, and 2 under the Lot 2 Plus Up Option), as well as associated aircraft and engine spare parts and peculiar support equipment for the Navy, Marine Corps, and Coast Guard to support the mission of Chief Naval

Air Training to produce aviators and flight officers in sufficient quantity to support Naval Air Forces tasking. Additionally, this effort provides research, development, testing and evaluation, technical assistance and systems engineering in the development, testing, and fielding of future intelligence, surveillance, reconnaissance, and targeting systems in support of the Navy. Lockheed Martin Sippican Inc., Liverpool, New York, was awarded a $139,021,700 modification (P00022) to contract W15QKN-21-D-0008 for Stinger fuse/warhead body assemblies. Work locations and funding will be determined with each order, with an estimated completion date of Nov. 30, 2027. Army Contracting Command, Newark, New Jersey, is the contracting activity.

Olgoonik Enterprises LLC, Colorado Springs, Colorado, was awarded a $13,040,260 firm-fixed-price contract to construct a corrosion control facility. Bids were solicited via the internet with two received. Work will be performed in Aurora, Colorado, with an estimated completion date of April 29, 2026. Fiscal 2024 military construction, Air Force funds in the amount of $13,040,260 were obligated at the time of the award. Auburn University, Auburn, Alabama, is being awarded a sole source firm-fixed-price contract valued at $11,400,000. Under this new contract Auburn will procure equipment for an Auburn University sponsored radiation test facility site in Huntsville, Alabama, and a priority access agreement for Department of Defense customers. The period of performance will cover the long-lead items for the radiation equipment and installation of the equipment into a building sponsored by Auburn University. The period of performance is November 2024 through November 2027, and the priority access agreement is November 2024 through November 2032. The contract will be fully funded with fiscal 2024 research, development, test & evaluation funds. This contract provides for the manufacturing of micro-balloons. Work will be performed in Denver, Colorado, and is expected to be completed by November 2030. This contract was a sole source acquisition under Small Business Innovation Research Phase III. Fiscal 2024 research, development, test and evaluation funds in the amount of $1,500 are being obligated at the time of award. This modification brings the total cumulative face value of the contract to $33,586,934 from $10,586,934. Fiscal 2024 research, development, test and evaluation funds in the amount of $23,000,000 are being obligated at the time of award. Apogee Engineering LLC, Colorado Springs, Colorado, was awarded a ceiling $12,901,110 bridge action for advisory and assistance services. This contract provides for advisory and assistance services for scientific, technical, organizational development, strategic planning, engineering, and research and development. Work will be performed at Kirtland Air Force Base, New Mexico, and is expected to be completed by Nov. 14, 2026. This contract was a sole source acquisition. Fiscal 2024 research and development funds in the amount of $419,419; and fiscal 2025 research and development funds in the amount of $661,661 are being obligated at time of award. The Air Force Research Laboratory, Kirtland AFB, New Mexico, is the contracting activity (FA9451-25-F-X001).

NAVY

Global PCCI, Irvine, California, is awarded a $38,000,000 cost-plus-award-fee and cost-plus-fixed-fee modification to previously awarded indefinite-delivery/indefinite-quantity contract N00024-19-D-4323 for the Emergency Ship Salvage Material system. This modification increases the contract ordering ceiling from $280,000,000 to $318,000,000. Work will be performed in Irvine, California; and other locations worldwide according to future delivery orders, and is expected to be completed by July 2025. No funding will be obligated at the time of award; all funding will be made available at the task or delivery order level as contracting actions occur. The Naval Sea Systems Command Headquarters, Washington, D.C., is the contracting activity.

CORRECTION: The announcement posted on Nov. 13, 2024, about the $50,271,379 Cognito Systems LLC, Newport News, Virginia, contract had the wrong contract number. The announcement has been corrected on Defense.gov.

DEFENSE LOGISTICS AGENCY

AM General LLC, South Bend, Indiana, has been awarded a maximum $14,837,380 requirements contract for High Mobility Multipurpose Wheeled Vehicle diesel engines with containers. This was a sole-source acquisition using justification 10 U.S. Code 3204 (a)(1), as stated in Federal Acquisition Regulation 6.302-1. This is a three-year contract with no option periods. The ordering period end date is July 31, 2027. Using military service is Army. Type of appropriation is fiscal 2025 through 2026 Army working capital funds. The contracting activity is the Defense Logistics Agency Land and Maritime, Warren, Michigan (SPRDL1-25-F-0018).
