DEFENSE LOGISTICS AGENCY

Valiant Integrated Services LLC, Herndon, Virginia, has been awarded a maximum $530,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for full-line food distribution. This was a competitive acquisition with eight responses received. This is a three-year contract with no option periods. Locations of performance are the southern Arab peninsula and nations of eastern Africa, with a Nov. 20, 2026, ordering period end date. Using customers are Army, Navy, Air Force, Marine Corps, and Coast Guard. Type of appropriation is fiscal 2024 through 2027 defense working capital funds. The contracting agency is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE300-24-D-4002).

Creighton AB Inc., Reidsville, North Carolina, has been awarded a maximum $8,264,675 modification (P00008) exercising the fourth one-year option period of a one-year base contract (SPE1C1-20-D-1213), with four one-year option periods, for dress trousers. This is a firm-fixed-price, indefinite-delivery/indefinite-quantity contract. Location of performance is New York, with a Nov. 24, 2024, ordering period end date. Using military service is Navy. Type of appropriation is fiscal 2024 through 2025 defense working capital funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania. 

Intrepid Eagle Logistics Inc.,* Bethesda, Maryland, has been awarded a maximum $8,062,000 firm-fixed-price contract for commercial shipping and storage containers. This was a competitive acquisition with seven responses received. This is a 240-day contract with no option periods. Location of performance is South Korea, with a July 17, 2024, performance completion date. Using military service is Army. Type of appropriation is fiscal 2024 Army operations and maintenance funds. The contracting activity is the Defense Logistics Agency Troop Support, Philadelphia, Pennsylvania (SPE8ED-24-C-0001).

UPDATE: Crown Equipment Corp., doing business as Crown Lift Trucks, New Bremen, Ohio (SPE8EC-24-D-0024, $255,000,000), has been added as an awardee to the multiple award contract for material handling equipment, issued against solicitation SPE8EC-21-R-0001 and awarded July 22, 2022.

NAVY

CFM International, West Chester, Ohio, is awarded a $47,775,000 modification (P00001) to a previously awarded firm-fixed-price contract (N0001923C0051). This modification exercises options to procure three CFM56-7B27AE spare engines, two for the Navy and one for the government of Germany, in support of the P-8A Poseidon aircraft. Work will be performed in Villaroche, France (53%); Durham, North Carolina (43%); and Peebles, Ohio (4%), and is expected to be completed in December 2023. Fiscal 2024 aircraft procurement (Navy) funds in the amount of $31,850,000; and Foreign Military Sales customer funds in the amount of $15,925,000 will be obligated at the time of award, none of which will expire at the end of the current fiscal year. Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity. 

The Boeing Co., St. Louis, Missouri, is awarded a cost-plus-incentive-fee $36,000,000 modification (P00063) to a previously awarded fixed-price incentive (firm-target), cost-plus-incentive-fee contract (N0001918C1012). This modification adds scope to provide non-recurring engineering for the preliminary design review of six sub-systems to mitigate component obsolescence in support of MQ-25 Stingray low-rate initial production for the Navy. Work will be performed in Endicott, New York (35%); Saint Louis, Missouri (23%); Cedar Rapids, Iowa (16%); Clearwater, Florida (11%), San Diego, California (8%); and Melbourne, Florida (7%), and is expected to be completed in April 2024. Fiscal 2023 research, development, test and evaluation (Navy) funds in the amount of $10,591,776 will be obligated at the time of award, all of which will expire at the end of the current fiscal year. Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity.

Micro Systems Inc., Fort Walton Beach, Florida, is awarded an $30,976,296 firm-fixed-price, indefinite-delivery/indefinite-quantity contract to design, build, test, and deliver Scoring System Suite first article and production units to include a maximum quantity of 400 Airborne Set (L-band); 400 Airborne (S-band); 30 Ground Station; and 30 Direct Link Package production units; as well as a maximum of 20 Airborne Set (L-band); 20 Airborne Set (S-band); 20 Ground Station; 20 Direct Link Package first article units; and ten modified test units, in support of Target Mission Support Systems for the Navy. Work will be performed in Fort Walton Beach, Florida, and is expected to be completed in November 2028. No funds will be obligated at the time of award; funds will be obligated on individual orders as they are issued. This contract was competitively procured via an electronic request for proposal; one offer was received. Naval Air Systems Command, Patuxent River, Maryland, is the contracting activity (N0001924D0006).

Summer Consultants Inc.,* McLean, Virginia, is awarded a maximum-value $15,000,000 firm-fixed-price, indefinite-delivery/indefinite-quantity contract for architect-engineer services in support of mechanical, electrical, and plumbing and fire protection engineering and design services primarily in the Great Lakes, Illinois, area of responsibility. An initial task order is being issued in the amount of $5,000 to satisfy the minimum guarantee. Work will be performed in Great Lakes, Illinois, and is expected to be completed by November 2028. Fiscal 2024 operation and maintenance (Navy) funds in the amount of $5,000 will be obligated at time of award and will expire at the end of the current fiscal year. This contract was competitively procured via the SAM.gov website, with four offers received. Naval Facilities Engineering Systems Command Mid-Atlantic, Norfolk, Virginia, is the contracting activity (N40085-24-D-0012).

ARMY

Deloitte Consulting LLP, Arlington, Virginia, was awarded a $450,000,000 cost-plus-fixed-fee contract for rapid research, development, testing, evaluation, prototyping, experimentation, analytics, and technology insertion and integration. Bids were solicited via the internet with 27 received. Work locations and funding will be determined with each order, with an estimated completion date of Nov. 20, 2033. Army Contracting Command, Aberdeen Proving Ground, Maryland, is the contracting activity (W911NF-24-D-0001). 

AIR FORCE

Motorola Solutions Inc., Chicago, Illinois, has been awarded a $37,017,055 modification (P00004) to contract FA8055-23-D-3001 for Enterprise Land Mobile Radio support. Work will be performed at Ramstein Air Base, Germany, and is expected to be completed by March 23, 2033. Fiscal 2024 operation and maintenance Army funds in the amount of $3,388,062 are being obligated at time of award. 771st Enterprise Sourcing Squadron, Montgomery, Alabama, is the contracting activity. 

The Boeing Co., St. Louis, Missouri, was awarded a $33,004,252 firm-fixed-price contract for Small Diameter Bomb I (SDB-I) sustainment and titled contractor logistics support. This contract provides for the SDB-I program and requires continuous contractor logistics support throughout production, fielding, and sustainment. Work will be performed at St. Louis, Missouri, and is expected to be completed by March 31, 2028. This contract was a sole source acquisition. Fiscal 2024 operation and maintenance funds in the amount of $33,004,252 are being obligated at time of award. The Air Force Life Cycle Management Center, Hill Air Force Base, Utah, is the contracting activity (FA8213-24-D-B001).

DEFENSE LOGISTICS AGENCY

Freestate Electric Cooperative Inc., Topeka, Kansas, has been awarded an estimated $34,792,828 modification (P00022) to a 50-year contract (SP0600-22-C-8242) with no option periods for privatized electric utility services at Fort Leavenworth, Kansas. This contract adjusts price changes to the utility system’s inventory services as well as for inflation. The performance completion date is Sept. 29, 2055. Using military service is Army. Type of appropriation is fiscal 2005 through 2055 Army operations and maintenance funds. The contracting activity is the Defense Logistics Agency Energy, Fort Belvoir, Virginia.

NAVY

Togiak Management Services LLC*, Anchorage Alaska, is awarded a $24,203,108 firm-fixed-price, indefinite-delivery/indefinite-quantity contract to provide manufacturing and overhaul operations for the Prototype, Manufacturing and Test Department in support of various support equipment and aircraft launch and recovery equipment products for the Navy. Work will be performed in Lakehurst, New Jersey, and is expected to be completed in November 2028. No funds will be obligated at the time of award; funds will be obligated on individual orders as they are issued. This contract was not competitively procured pursuant to 15 U.S. Code 637. Naval Air Warfare Center Aircraft Division, Lakehurst, New Jersey is the contracting activity (N6833524D0002).

Lockheed Martin Corp., Rotary and Mission Systems, Liverpool, New York, is awarded a $9,279,832 cost-plus-fixed-fee order (N0042124F0089) against a previously issued basic ordering agreement (N0042120G0003). This order provides for the development, building, test and delivery of seven Tactical Radar Processing Benches and two full Radar Processing Bench unit in support of the development and operation of the Integrated Battlespace Simulation and Test, E-2D Systems Test and Evaluation Labs for the Navy. Work will be performed in Liverpool, New York. and is expected to be completed in October 2025. Fiscal 2023 research, development, test and evaluation (Navy) funds in the amount of $9,279,832 will be obligated at time of award, all of which will expire at the end of the fiscal year. Naval Air Warfare Center Aircraft Division, Patuxent River, Maryland, is the contracting activity.

DEFENSE HEALTH AGENCY

Express Scripts Inc., St. Louis, Missouri, was awarded a $634,302,804 contract modification (P00019) to previously awarded contract HT940221C0007 for the Department of Defense TRICARE Pharmacy Benefit Program, which increased values of unexercised Option Periods 2-7. Pharmacy benefit services are available in all 50 states; Washington, D.C.; Guam; Puerto Rico; and the Virgin Islands. The program offers services at retail network pharmacies, authorized non-network retail pharmacies or delivery through the TRICARE Mail Order Pharmacy.  The period of performance for this option is Jan. 1, 2024, to Dec. 31, 2024.  Incremental funding will be applied using operations and maintenance funds. The Defense Health Agency Managed Care Contracting Division, Aurora, Colorado, is the contracting activity.

ARMY

Oshkosh Defense LLC, Oshkosh, Wisconsin, was awarded a $341,201,903 fixed-price with economic-price-adjustment contract for medium equipment trailers. Bids were solicited via the internet with one received. Work locations and funding will be determined with each order, with an estimated completion date of Oct. 30, 2030. Army Contracting Command, Detroit Arsenal, Michigan, is the contracting activity (W56HZV-24-D-0001).  

BAE Systems Land & Armaments L.P., York, Pennsylvania, was awarded a $36,390,000 modification (P00001) to contract W56HZV-23-C-0078 for M88A2 Heavy Equipment Recovery Combat Utility Lift and Evacuation System vehicles. Work will be performed in York, Pennsylvania, with an estimated completion date of Aug. 31, 2025. Fiscal 2023 weapons and tracked combat vehicle procurement, Army funds in the amount of $36,390,000 were obligated at the time of the award. Army Contracting Command, Detroit Arsenal, Michigan, is the contracting activity.  

NAVY

Systems Application & Technologies Inc., Largo, Maryland, is awarded a $35,752,292 cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract for waterfront operations support at Building V-47 at Naval Station Norfolk. The services under this contract includes the operation, maintenance, repair, testing, and evaluation of small watercraft assigned to the Naval Surface Warfare Center, Carderock Division (NSWCCD). This is a follow-on requirement which includes work that falls into two broad categories: general program requirements and waterfront operations. General program requirements includes transition, program management, operations management of Building V-47, reporting, and safety compliance oversight. Waterfront operations includes the operation of small watercraft, industrial maintenance and repair, and research and development, test and evaluation project support. This contract includes a five-year ordering period. Work will be performed in Norfolk, Virginia, and is expected to be completed by December 2028. Fiscal 2024 Navy working capital funds in the amount of $500 will be obligated at the time of award and will not expire at the end of the current fiscal year. This contract was competitively procured via the System for Award Management website (SAM.gov), with three offers received. NSWCCD, Bethesda, Maryland, is the contracting activity (N0016724D0018).

Huntington Ingalls Industries Unmanned Systems, Pocasset, Massachusetts, is awarded a $23,004,606 firm-fixed-price modification to previously awarded contract N00024-23-C-6308 to exercise options for Lionfish Small Unmanned Undersea Vehicle production, support equipment, and ancillary equipment. Work will be performed in Pocasset, Massachusetts (99%); and Hampton, Virginia (1%), and is expected to be completed by September 2025. Fiscal 2022 procurement (Marine Corps) funds in the amount of $2,783,529 (12%); fiscal 2023 procurement (Marine Corps) funds in the amount of $11,835,905 (52%); fiscal 2024 other procurement (Navy) funds in the amount of $4,673,082 (20%); and fiscal 2024 procurement (Marine Corps) funds in the amount of $3,712,090 (16%), will be obligated at time of award. Funds in the amount of $2,783,529 will expire at the end of the current fiscal year. Naval Sea Systems Command, Washington, D.C., is the contracting activity. 

DEFENSE LOGISTICS AGENCY

The Boeing Co., St. Louis, Missouri, has been awarded a maximum $13,100,000 firm-fixed-price subsumable contract (SPE4AX-24-D-9404) against a 15-year umbrella contract (SPRPA1-12-D-0001U) with no option periods for engineering and supply chain analysis sustainment support. This was a sole-source acquisition under 10 U.S. Code 3204 (a)(1), as stated in Federal Acquisition Regulation 6.302-1. This is a one-year base contract with four one-year option periods. The performance completion date is Nov. 21, 2024. Using customer is Defense Logistics Agency. Type of appropriation is fiscal 2024 through 2025 defense working capital funds. The contracting activity is the Defense Logistics Agency Aviation, Richmond, Virginia.

RENK Systems Corp., Camby, Indiana, is awarded a $49,041,711 firm-fixed-price contract. This contract is for the design, development, fabrication, and testing of three test stands to include: one for testing the main gearbox assembly, one for testing the tail/intermediate gearbox assemblies, and one for testing the nose gearbox assemblies, as well as associated logistics, calibration, maintenance, and sustainment support; equipment and installation of equipment; end item spares; technical and operational manuals; and associated data in support of the CH-53K King Stallion helicopter for the Navy and Marine Corps. Work will be performed in Augsburg, Germany, and is expected to be completed in November 2025. Fiscal 2023 aircraft procurement (Navy) funds in the amount of $49,041,711 will be obligated at time of award, none of which will expire at the end of the current fiscal year. Vigor Marine LLC, Portland, Oregon, is awarded a $24,215,951 firm-fixed-price contract
(N3220524C4226) for a 75-calendar day shipyard availability for the mid-term availability of Military Sealift Command’s fleet replenishment oiler USNS Henry J. Kaiser (T-AO 187). This contract includes a base period and five options which, if exercised would bring the cumulative value of this contract to $26,053,597. Work will be performed in Portland, Oregon, beginning Jan. 08, 2024, and is expected to be completed by March 23, 2024. Working capital funds (Navy) in the amount of $24,215,951 are obligated for fiscal 2024 and will not expire at the end of the fiscal year. This contract was solicited via the Government Point of Entry website and one offer received. Military Sealift Command, Norfolk, Virginia, is the contracting activity. 

Detyens Shipyards Inc.,* North Charleston, South Carolina, is awarded a $15,254,576 firm-fixed-price contract (N3220524C4094) for a 108-calendar day shipyard availability for the regular overhaul/dry-docking availability of Military Sealift Command’s fleet replenishment oiler USNS Leroy Grumman (T-AO 195). This contract includes a base period and three options which, if exercised, would bring the cumulative value of this contract to $15,381,706. Work will be performed in North Charleston, South Carolina, beginning Jan. 22, 2024, and is expected to be completed by May 8, 2024. Working capital funds (Navy) in the amount of $15,254,576 are obligated for fiscal year 2024 and will not expire at the end of the fiscal year. ARMY

Peak Nano Optics LLC,* Richardson, Texas, was awarded a $19,664,340 firm-fixed-price contract to assist with technology transfer in the area of advanced lightweight polymer optics. Bids were solicited via the internet with one received. Work will be performed in Richardson, Texas, with an estimated completion date of Nov. 20, 2028.
